The president of the Constitution and Justice Commission (CCJ) of the Legislative Assembly of Rio (Alerj), Rodrigo Amorim (União Brasil), determined that the extraordinary session this Monday will be open to the public. The panel made up of seven deputies will analyze whether it is appropriate to send to the plenary, on the same day, an opinion on whether or not to maintain the arrest of the dismissed Speaker of the House, Rodrigo Bacellar (União Brasil), arrested during the Federal Police operation last Wednesday.
- “Very serious” facts: PF reported signs of participation of Alerj president in criminal organization, says Moraes
- After changing his phone number the day before the operation that arrested him, TH Joias contacted Rodrigo Bacellar and called the president of Alerj ’01’
According to Amorim, it will be up to the CCJ to carry out an exclusively technical evaluation, based on the form and regulatory aspects to be respected before the vote in plenary, scheduled for 3 p.m. It is hoped that a single draft resolution will be presented, in which deputies will decide whether to maintain or revoke the prison. The removal will fall under the jurisdiction of the Federal Court (STF). The Court will decide whether or not Bacellar can return to the Speakership of the House.
— At this moment, our goal is to maintain the balance and institutional normality of the legislative branch. All acts must be covered by legality and transparency — said Amorim.
- Bacellar arrested: Political maneuver after MP’s arrest leads to profligacy in electronic processes in Rio state, says Moraes
The session will take place in room 1,809. He added that journalists will have unlimited access to the room.
— All journalists will be welcome. They can stay in the room and capture and transmit the images they want.
Behind the scenes of the House, Bacellar’s release is already considered certain. The decision to deliberate only on the arrest was a solution found by parliamentarians who feared possible sanctions from the STF. Behind the scenes, it is believed that the position opposed to the parliamentarian’s arrest could be interpreted as alignment with the interests of criminal organizations.

- From Heaven to Hell: Within ten months, Bacellar was unanimously re-elected and successor to the prison governor
Who are the seven deputies who will decide the future of Bacellar:
- Rodrigo Amorim (União Brasil) — President of the CCJ, ally and friend for the first time of Bacellar. Maintains a direct relationship with the removed Speaker in the political conduct of the House.
- Fred Pacheco (PMN) — Vice-president of the committee. He maintains good relations with Bacellar and his allies, but moves easily among left-wing parliamentarians, with whom he maintains frequent dialogue.
- Chico Machado (SDD) — Very close to Bacellar, he built a solid relationship of trust with him. He was even considered as a possible replacement in the event of an internal election.
- Luis Paulo (PSD) — Leader of the PSD, party of Mayor Eduardo Paes. The judiciary decided, during a meeting on Thursday, to vote in favor of maintaining the prison.
- Alexandre Knoploch (PL) — Personal friend of Bacellar and member of the political group closest to the deposed president. He has already expressed his outrage at this behind-the-scenes arrest.
- Elika Takimoto (PT) — Representative of the opposition. The PT supported a vote in favor of maintaining the prison, in line with the position of other left-wing parties.
- Vinicius Cozzolino (União Brasil) — Same party as Bacellar. He maintains good relations with the outgoing president, even if he is not part of his entourage.
