Former Minister of Transport Jose Luis Abalos would have offered a position in his consulting firm to the daughter of Carmen Panothe businesswoman who claimed to have delivered 90,000 euros to the PSOE headquarters in Ferraz, in the middle of negotiations to obtain the hydrocarbon exploitation license of the Villafuel company, owned by Claudio Rivaspartner of Victor de Aldama.

In a conversation on June 27, 2020, Leonor González Pano She told her boyfriend, Natán González, that Ábalos made her this job offer with “an approximate remuneration of 5,000 euros per month”according to the report of the UCO of the Civil Guard sent to the judge of the National Court Santiago Pedraz, who is investigating Villafuel for an alleged fraud of 182.5 million euros in VAT, between 2022 and 2024.

Three ministries scattered

An infiltration made possible thanks to Victor de Aldama due to their direct access to Ábalos, of which Carmen Pano and her daughter were aware, which put Claudio Rivas in contact with the commissioner of the Koldo affair.

Initially, through the then Minister of Transport, they tried to obtain the license from the Ministry of Industry, for which they met with the Chief of Staff of Minister Reyes MarotoJuan Ignacio Bidart, who, according to the UCO, could have been appointed by Ábalos “to maintain institutional dialogue with members of the criminal organization.”

However, during a first “ministerial” meeting, Bidart explained that Industry was not the competent ministry to grant this license, a circumstance that Víctor de Aldama then communicated “in a joking tone” to Leonor González Pano: “hahahahaha. Listen, tell me Industry and then Energy. Thank goodness the godfather says the opposite hahahahahaha“. The UCO considers that with the nickname “the godfather”, Aldama refers to Ábalos.

Faced with this confusion, the conspiracy attempted to contact Marc Pons, chief of staff of the vice-president and minister of ecological transition, Therese Ribera.

Everything seemed to be going positively for his interests until July 10, 2021, two days after the former advisor of Ábalos, Koldo Garcia Izaguirreand Pons met at the Nuevos Ministerios complex, Ábalos was removed from office and shortly thereafter presented his resignation from his position as organizational secretary of the PSOE.

After learning of the dismissal, Aldama spoke with Carmen Pano’s daughter to reassure them. A conversation that she then transferred to her boyfriend on WhatsApp.
