
The city-state has stepped up its pressure against criminal networks, after recording a record number of embezzlements. The Interior Ministry said “the fight against coups is a national priority.”
Southeast Asia’s second-largest economy recorded losses of more than $2.8 billion due to fraud between 2020 and the first half of 2025, Interior Minister Sim Ann told parliament as she pushed for approval of the law. During this period, 190 thousand cases of embezzlement were recorded, he told parliamentarians.
Flogging embezzlers was part of the amendments approved in November by Parliament and will be applied in addition to other sanctions, such as fines and imprisonment.
Scammers, members of fraudulent networks and their recruiters “will be liable to flogging with at least six lashes, up to 24 in more serious cases,” the ministry said in a previous press release.
