The data is available in the Aneel system and does not include penalties related to last week’s power outage, when Greater São Paulo was hit by storms and the passage of an extratropical cyclone.
In total there are five fines. The most recent of these is commercial in nature and worth 83.7 million reais and was implemented in October 2024. Before that, Enel was fined 165 million reais for taking more than a week to restore electricity to thousands of people in November 2023; In 2022, the penalty amounted to BRL 95.8 million for technical problems not specified by Aneel; R$16.2 million is linked to energy supply outages throughout 2020. Finally, a fine of R$12 million is planned for non-compliance with consumer services in January 2019.

Power outage in São Paulo
Residents of the capital São Paulo and the metropolitan region have been affected by a power outage for six days, after a wind with gusts of almost 100 kilometers per hour hit the region due to an extratropical cyclone formed in the south of the country.
This Monday (12/12), the energy supply continues to fluctuate. The level reached 26,000 properties which remained without power, but by the afternoon this number had increased further.
On Sunday (12/14), around 160,000 homes were still without electricity. On Saturday (13/12), more than 470,000 people were registered. During last Wednesday’s peak (10/12), power outages affected more than 2 million properties in Greater São Paulo.
Among the various impacts of winds, there are also falling trees and flight cancellations. Some neighborhoods were also left without water. According to Sabesp, the lack of electricity is preventing homes from being supplied.
Regarding the lack of electricity, Enel affirmed that the number of customers without electricity is dynamic and can vary throughout the day. “While teams are restoring supply at certain points, new incidents may be recorded in other sections of the network, whether due to weather factors, objects thrown onto the network (kite, branches, among others), the activation of automatic protections or technical maneuvers necessary to carry out repairs. Consequently, the total number of impacted customers fluctuates constantly,” the concessionaire indicated, in a note.
