
The Federal Police dismissed two of its agents, Pedro Henrique Cooke de Alencar Lins, 32 years old, and Bruno Horn, 37 years old, as published in the Official Union Journal of December 11, 2025, for allegations of disciplinary offenses related to teaching and company administration.
At MetropolisesPedro Cooke says he joined the federal police in 2018 and has worked in several sectors, including the Narcotics Police Station, the Emergency Response Group and the São Paulo Anti-Corruption and Financial Crimes Police Station. For him, the dismissal does not erase the experience he has accumulated as a police officer and mentor of candidates.
“I have no regrets. We always believe in our work, with transparency and honesty.”
According to him, the idea of becoming a coach was born during his preparation for competitions, when he spent a year and a half studying practically from scratch and delving deeper into study methodologies and how the brain works.
He met Bruno Horn during this preparation. Bruno, who distinguished himself as national runner-up in another competition, also applied advanced learning techniques.
He and Bruno then began giving 100% online courses on study methodology, learning techniques and educational support for candidates for the Federal Police and Federal Highway Police competitions.
“Our factual role was to turn on the camera and deliver the lecture to a group of students. Some lectures were live, others were recorded. All the rest of the course administration was handled by other partners,” he explained.
However, according to the PF, such action goes against the rules of membership of the institution.

Termination process
The administrative process, which began in early 2024, lasted two years and involved three similar procedures analyzed by different commissions. Despite his dismissal, Cooke remains confident in the legality of his actions and is exploring next steps with lawyers to return to his position in court.
“In terms of substance, we could do this, without any problem, probably because of all the authorizations, testimony and documentary evidence that has not been analyzed,” he said.
Cooke emphasizes that any activity has always been carried out with the permission of society and understood as teaching. “We never had any problems with the body. However, from one moment to another they began to consider that it was no longer a teaching profession. The most curious thing is that during the disciplinary procedure our authorization was renewed,” he said.
Contacted by the journalist, the federal police said they would not comment on this matter.
