The former director general of the Federal Highway Police (PRF), Silvinei Vasques, was handed over to the Brazilian authorities on the night of Friday 26, in Foz do Iguaçu. He was arrested in the morning in Paraguay after breaking his electronic bracelet on his ankle and being found while trying to flee Brazil. It is expected to arrive in Brasilia on Saturday 27. According to the vehicle, Silvinei was taken out of a van handcuffed and taken by Paraguayan police to the border with Brazil. He wore a black hoodie and was placed in a federal police car when he arrived on the Brazilian side.
The signal from Silvinei’s ankle monitor was interrupted on Thursday the 25th. It was then that the federal police noticed that he had left his address in São José, in Santa Catarina. It was found in Paraguay.
Faced with the situation, Minister Alexandre de Moraes, of the Supreme Federal Court (STF), converted the precautionary measures imposed on Silvinei into preventive detention.

On the 26th, the former PRF general director was sentenced to 24 years and six months in prison for ordering illegal blitzes in the Northeast during the 2022 elections with the aim of preventing voters from voting – given electoral polls which showed that the region would tend to vote for Lula (PT), then competitor of Jair Bolsonaro.
Under Vasques’ leadership, the PRF carried out 4,591 inspections nationwide between October 28 and 30, 2022. Voters reported irregular approaches and the PT denounced that the corporation acted to prevent access to the ballot boxes. The justification presented by the PRF was to combat the irregular transportation of voters. Silvinei’s first arrest took place in 2023, as part of Operation Citizen Constitution, launched by the federal police to investigate this case.
