Born in November 1989, in the middle of the first direct presidential election and four years after the reestablishment of democracy in Brazil, MP Hugo Motta (Republicanos-PB) could not have allowed – even for generational reasons – that under his presidency the Chamber experienced scenes of truculence like those shown last Tuesday (9).
A lawmaker treated to a rear-naked chokehold by Legislative Police and others pushed to the ground, while the press was barred from recording the attacks and the House television signal was cut, was something as shocking as it was unprecedented.
However, there are recurring episodes in which the President of the House shows signs of immaturity in handling the near unanimity that elected him and his inability to carry out his function, in which he has combined indulgence and erroneous decisions.
It was his emphatic defense of the Blindagem PEC at the opening of the demoralizing session. The recipe results in an erosion of authority that lends itself to manipulation on both the right and the left.
Motta masks the absence of predicates with an affectation of serenity in his impassive facial expression and ordered speeches. In the episode of the attempted expulsion of Glauber Braga (PSOL-RJ) under censorship, the President of the House waited for a written statement to reach him and only then did he speak out.
Studied indignation, when the situation would require a spontaneous response to reflect the leader’s true thoughts. And leadership is everything the MP doesn’t have. He arrived at this position thanks to an agreement concluded by his predecessor, Arthur Lira (PP-AL), in the expectation of a cooling of spirits, but this did not correspond.
The so-called conciliatory profile translated into fragility and a lack of preparation. The lack of action in formalizing the court’s decision allowed the plenary to maintain the mandate of the prisoner Carla Zambelli (PL-SP) and probably to grant the same benefit to the convict and fugitive Alexandre Ramagem (PL-RJ).
Motta will fulfill his mandate but, according to common sense, he will not be able to renew it.
