One of the targets of search and seizure warrants Federal police this Tuesdaythe chief of staff of Rodrigo BacellarRui Bulhões, is a central element in the political trajectory of the dismissed president of the Legislative Assembly of Rio. He holds positions under the authority of the ally and has been mentioned in investigations concerning him for at least 15 years.
A former personal trainer, member of the original lineup of the Os Mulekes pagoda group and right-hand man of the MP since his time in politics in Campos dos Goytacazes, north of Rio de Janeiro, Bulhões was one of the many campers who settled in the capital after Bacellar came to power in Alerj. Opponents of the ousted House speaker, until recently unknown to the general public, often say that uncovering Bacellar and the irregularities in his life means focusing on those allies. We are now waiting for what will be extracted from the material seized by the PF.
Around the age of 30, Bacellar was given command of the defunct Norte Fluminense State Foundation, Fenorte, in Campos. Among the trusted men he chose to appoint to positions within the corps was Bulhões. Alongside his boss, he will be mentioned shortly after, in 2010, in a investigation by the public prosecutor focused on the alleged “rent” of Cambuci town hallalso inside Rio.
According to prosecutors, Bacellar and his father, former camp councilor Marcos Bacellar, had rented the municipal management of Cambuci for a monthly payment of R$160,000. The reward would be to command auctions in the municipality, where the sector is full of signs of irregularities. With them unofficially ruling the city, Bulhões became secretary of works.
As the main target of the investigation was the royal mayor of Cambuci, Oswaldo Botelho, the deputy did not focus so much on Bacellar, who ended up being exempt from all controls and sanctions.
Today, in addition to his work as chief of staff, Bulhões maintains a corporate connection with his boss. Together they are partners in RB Entretenimento, an event planning company based in Campos. Recently, the producer brought names like rapper Matuê and Oktober Fest to the largest city in Rio’s interior.
In the musical field, the Os Mulekes group, which has always been close to Bacellar, “produced” two future chiefs of staff of the MP. Besides Bulhões, Márcio Bruno Carvalho de Oliveira was part of the original formation of the group, another who held this position since the deputy became president of the Legislative Assembly. He is also mentioned in the investigation into Cambuci town hall, as he had been appointed to the Department of Labor and Income.
