The government has approved what is called Global Expenditure Program (GDP) of federal public enterprises for next year. The decision is contained in a decree published this Tuesday (30) in the Official Journal of the Union (DOU) and provides for the timetable for the CEO’s review request.
According to the decree, federal public companies have until February 27 to submit reprogramming proposals to their respective supervisory ministries accompanied by detailed justifications.
These supervisory ministries must transmit the proposals to the Secretariat for Coordination and Governance of Public Enterprises of the Ministry of Management and Innovation in Public Services (MGI) before March 6. The MGI is responsible for evaluating and approving the proposals submitted and including proposals from new public companies.
The decree also provides that federal public companies in the productive sector will be able to submit these reprogramming proposals until October 9. Financial sector companies until November 6.
The Secretariat for Coordination and Governance of State Enterprises is authorized to adapt the CEO of federal state enterprises whose investment budget is modified by parliamentary amendment or at the request of the Federal Executive Power during the period of examination of the proposal by the National Congress, or even to receive additional credits or resources from budgetary contributions or special appropriations.
You can also make adjustments to reallocate values between the different sections of the CEO, until December 11, with the exception of the “Fixed assets” section, respecting the overall spending limit and the established main result objective. Requests for reallocation of resources can be sent by federal public enterprises to the supervisory ministries until November 27.
