The measure, approved this month by the Council of Ministers, was announced last year by the President of the Government, Pedro Sánchez, and is inspired by the French model. According to the Executive, the objective is to “facilitate access to homes for certain groups, such as young people and vulnerable people”.
To this end, it grants particular protection to owners, to overcome their reluctance to rent from these collectives, which may have lower levels of solvency. And given the high demand, they may prefer to rent their homes to those with higher purchasing power, to reduce price risk. “We are taking another step to continue facilitating access to housing in our country,” said government spokesperson Pilar Alegría.
Coverage will be managed by the autonomous communities, which can set additional criteria if they wish, so the measure is not yet implemented. According to Vivienda, “a presupuestaria line will be set up in the coming months” to finance it; and communities must provide information on coverage to the ministry every six months.
