Carlos Alves Vieira, 48, was killed on November 28 by military police officers from Rondas Ostencivas Tobias Aguiar, Rota, in Itacoaquicituba, in Greater São Paulo. In the police version, he would be the head of the Primeiro Comando da Capital (PCC), introduced as Rust, who was killed in a shootout.
However, there is no indication that he is the leader of the APC, according to the Capitals Find out from sources from the Special Action Group Against Organized Crime (Gaeco) and the state’s Public Security Intelligence Sector.
Vieira’s death was cited by federal MP Guilherme Dirret (PP), at a ceremony celebrating his farewell to the Secretariat of Public Security (SSP), as one of the cases of “neutralization” of PCC leaders in the state. According to him, the Prime Minister killed “hundreds” of organized crime bosses during his administration (See the video above).
The Minister left the portfolio to return to the House because he must run for the Senate next year, and the high number of deaths at the hands of police has been electorally capitalized by Durrett.
“Final Tune”
Within the military police, Carlos Alves Vieira was described as the “final tone” of the Communist Party in the eastern region of São Paulo, “working in the municipalities of Itaim Paulista, Ferraz de Vasconcelos, Itacoaquicituba, Boa and Mogi das Cruzes,” as described in a report seen by the report.
According to the internal document, the lawyer, identified as “Verugem,” would have grown rapidly within the faction and may even have been involved in “international trafficking routes” and large-scale drug and weapons distribution.
The information was shared by the Prime Minister’s leadership and circulated in several WhatsApp groups.
To support the hypothesis that Vieira would be the leader of the Chinese Communist Party, a drug trafficking investigation that began in 2022 was mentioned. Vieira was targeted, but nothing was proven against him, and the case was closed.
The investigation stated that “despite the steps taken and police efforts, it was not possible to reliably identify the involvement of the persons investigated in committing the crime of drug trafficking, nor that they were acting in connection with the illicit sale of drugs.”
The alleged involvement in trafficking indicated by the police appears to have arisen from this investigation, which did not actually prove any crime.
Furthermore, Vieira would have been convicted of robbery in 2009 in Villa Gustavo, in Guarulhos, and would have been taken to the police station in 2011 to give a statement, as a witness, about the drugs found inside a property in Itaim Paulista, east of the capital. At that time, two suspects were arrested.
In a police report recorded in 2017, a man accused Vieira of collecting a debt of 340,000 Brazilian reais and making threats with a gun. At that time, the police did not find anything illegal on him.
road
According to the incident that occurred on November 28, Rota police officers stated that they received information that Vieira was transporting weapons and drugs in a silver Corolla. They reported that an exchange of gunfire took place, with three police officers firing a total of nine shots with pistols and rifles.
The suspect did not resist. Police say they found two handguns and ten marijuana-like herbal pills. According to the publication, the prime ministers did not use body cameras.
But Vieira, the person killed in the accident, was not convicted in court. The only investigation against him that the report uncovered, for drug trafficking, ended up being closed due to lack of evidence.
Change the tone
In a memo, Vieira’s family described the narrative that he would be divided into factions as “anecdotal.” The Police Ombudsman’s Office said it had received complaints that he was an innocent lawyer.
He had recently obtained his license from the Brazilian Bar Association and published a post on social media celebrating this achievement.
Reporter Josmar Gosino, from UOL, filed a report showing that Verojem, known by prison authorities and identified as extremely dangerous, was named Adelson da Daggia, 56 years old. He was convicted of the murder of Judge Antonio José Machado Dias, known as Machadiño, but is on the run.
After asking questions, the police changed their tone and mention of the Chinese Communist Party leadership was ignored, although the government still accused the man of divisiveness.
“Indicators”
When asked directly about describing Derit a Vieira as an “important leader of the PCC,” the prosecution changed the tone of identifying the slain lawyer as the leader of the criminal organization.
The ministry said in a memorandum that the institution’s intelligence sector confirmed its “involvement” with the ACC, and that during investigations conducted in 2022, “indicators” emerged of Vieira’s links to organized crime.
“The Military Police reinforces that it has an organized and strong intelligence sector, responsible for monitoring individuals and groups involved in criminal activities, including those identified by common criminals. Each operation is carefully planned, based on technical information and in strict compliance with current legislation,” the Sudanese Public Prosecution said.
According to the ministry, the action that led to Vieira’s death is being investigated through the Military Police Investigation (IPM). The procedure must investigate all the circumstances of the case, including images from body cameras, “which will also be made available to the civil police to support investigations within the judicial police.”
family
In a post on social media, a family member defended Vieira and objected to the information published by the police. According to her, “the famous woman whose famous file is full of tickets exists only in the story that television tells.”
She also described the lawyer as someone who was helping his community and “was respected as a lawyer, businessman and father.” “He was so frightened that the entire neighborhood was in mourning and utterly devastated by his passing,” he wrote.
In the Commercial Council, Vieira is shown as a partner in a motorcycle company in Itaquaquecetuba. He also appears to have been registered with the OAB, in Aruga subdivision, since June.
