The AGIP of Buenos Aires has updated the conditions so that pensioners and pensioners from the city of Buenos Aires can benefit from the 100% exemption from the lighting, sweeping and cleaning tax (ABL). Unlike previous years where the exemption could be partial, now if you meet the requirements you will receive the full and automatic benefit.
Here are the full details on how to complete the December 2025 process for exemption in the ABL:
Who can benefit from this?
- Pensioners and retirees who own the property.
- Tenants who are obliged to pay the ABL due to an ongoing rental agreement.
- Usufructors who live on the property.
- People with disabilities (under similar income and assessment conditions).
What are the mandatory requirements?
In order to access the service, these four conditions must be met at the same time:
Effective residence: You must occupy the property as your permanent residence.
Sole property: You cannot be the owner or owner of a condominium of another property (urban or rural) throughout the national territory.
Income cap: The monthly salary must be a maximum of 4 minimum pensions. As of December 2025, this cap is $1,363,518.36.
Tax assessment: The homogeneous tax valuation (VFH) of the property cannot exceed $40 million, according to the tariff law in force for 2025.
Which documents must be submitted?
You will need for both the digital and in-person procedures:
Updated ID: The address shown on the document must match the property for which you are applying for the exemption.
Last salary receipt: The amount of the pension or pension is stated here.
Certificate: Title deed or registered declaration of heirs.
Rental agreement (If you are a renter): It must be current and state that the ABL payment is your responsibility.
Writing with usufruct: if this is your legal status of the property.
Application form: It is completed on site (if in person) or downloaded from the AGIP website.
Step by step to carry out the procedure
Option A: Online (recommended)
- Enter the official AGIP website.
- Look for the “Ticket system” section or enter the MiBA code.
- Select the procedure: “Real Estate/ABL – Exemption Application for Pensioners and Pensioners”.
- Upload scanned documents (in PDF format or with easy-to-read photos).
You will receive a confirmation email. You have 72 hours to click the verification link. Otherwise the process will be aborted.
Option B: Personal
- Request a prior appointment on the city government’s appointment website.
- Go to your home community headquarters or AGIP headquarters with originals and photocopies of all documents.
The exemption applies as long as the conditions remain in place. If your income exceeds the limit or you purchase another property, you must report the loss of benefit to avoid fines.
