The Speaker of the House issued a memo saying he respects the decisions of the STF, but that Congress has improved the transparency of parliamentary amendments
BRASILIA – The President of the House, Hugo Motta (Republicanos-PB), issued a statement on Friday evening defending the legality of the parliamentary amendments and praising the servant who was the target of a federal police operation.
Mariângela Fialek is a former advisor to former Speaker of the House Arthur Lira. She is the subject of an investigation by the PF for suspicion of irregularities in the payment of parliamentary amendments through the so-called secret budget, a ploy revealed in 2021 by State.
“The servant Mariângela Fialek is a competent technician, responsible and committed to the good management of public affairs. The experience of the servant is recognized by all the organs of the Legislative and Executive Power that prepare and execute the federal budget. In fact, the performance of the civil servant Mariângela Fialek has been fundamental in the improvement of traceability systems for the proposal, indication and execution of parliamentary amendments”, says Motta’s note.
The President of the Chamber affirms that the Legislative Chamber respects the decisions of the STF, but he maintains that Parliament has adopted measures to improve the transparency of the execution of the amendments made by deputies and senators to the Budget. The PF operation carried out this Friday was authorized by Supreme Minister Flávio Dino. He is the rapporteur of actions that accuse Parliament of maintaining a model without transparency and difficult to control for transferring public resources to the electoral strongholds of parliamentarians.
“The Chamber of Deputies does not tolerate illegality in the execution of parliamentary amendments. This is why, in collaboration with the executive power, the Federal Senate, the Federal Court of Auditors and the Federal Court, it has improved the systems of transparency and traceability of the proposal, indication and execution of parliamentary amendments,” says Motta’s note.
“The Chamber of Deputies respects the Federal Court and all the decisions it makes. It emphasizes, however, that a careful and correct reading of the decision taken by the illustrious Minister Flávio Dino reveals that there is no indication of any act of abuse of public funds. None”, adds the note.
Motta argues that the simple appointment of a parliamentarian through a budget amendment should not be confused with how money is spent in the states and municipalities for which the resources are intended. “The correct execution of public resources and government transfers, not only of parliamentary amendments, but also those coming from the executive power, by their final recipients, must be strictly controlled by the control bodies,” he defended.
