In addition to Rodrigo Basilar, Rio state representative and president of the Legislative Assembly of Rio (Alerg), and Tiigo Raymundo dos Santos Silva, known as TH Goias, a third name appears in the decision of the Federal Supreme Court (STF), signed by Minister Alexandre de Moraes, which allowed Basilar’s arrest on Wednesday (3/12).
Thárcio Nascimento Salgado is also the target of Federal Police (PF) investigations targeting a criminal organization. According to the document that authorized Operation Unha e Carne, he, who had previously worked as an advisor to TH Joias, who was arrested in September this year, would have assisted in the then MP’s attempt to escape.

Messages accessed by PF investigators, after remotely breaking the confidentiality of TH’s cell phone, reveal that Thárcio and they spoke on the night of September 2, less than 24 hours before the operation was launched.
The path to the hiding place
At 10:30pm that day, TH asked the advisor to start communicating via a new number, now with the Paraiba area code. He also asked what address he should go to.
After two calls, each lasting less than a minute, Tharsio pointed to the hiding place: “Building 6…802.”
The next day, September 3, Th. A. He was arrested in apartment number 802, building 6, in Condomínio Majestic, in the Barra Olímpica area.
Reliable connection
Before his arrest, Th organized an emergency contact list. At the top of the group appears the limp boss. Once again, Tharsio’s name appears in the investigation.
He is also among the contacts designated for cases considered urgent.
Furthermore, according to the PF, Tharsiu had received amounts from the criminal organization for the purpose of laundering money of illicit origin.

Penalties
In the same decision that ordered Bakkelar’s preventive detention, the STF Minister allowed Tharsiu to be the target of a search and seizure warrant.
The person being investigated was also subjected to the use of an electronic ankle bracelet, under penalty of pretrial detention in the event of non-compliance with the procedure.
Among the restrictions imposed are:
- Preventing leaving the house at night.
- Preventing leaving the country.
- Ban the use of social networks.
Tharsiu has also been summoned to give a statement to the National Front as part of Operation Unha e Carne, which is investigating the leak of information from Operation Zargun.

The head of Allerg was arrested on Wednesday (3) on suspicion of leaking classified information from Operation Zargon, the same operation that arrested TH Goyas. In addition to ordering the politician’s arrest, Moraes requested his removal from his position as president of Allerg.
Minister Alexandre de Moraes issued the arrest warrants – one for preventive arrest, eight for search and seizure, and one for summons for precautionary measures – part of the decisions of the ADPF das Favelas (ADPF 635), which charged the National Police with the responsibility of investigating the activities of major violent criminal groups in Rio de Janeiro.
Moraes also noted that police found strong evidence that Basselar is part of a criminal organization in RJ. “The facts narrated by the National Police are very serious, indicating that Basilar was actively working to obstruct investigations involving a faction and actions against organized crime, including influencing the state executive, something capable of increasing the risk of criminal continuity and unjustified interference in investigations related to the criminal organization.”
