
In an eight-paragraph note, the Speaker of the House, MP Hugo Motta (Republicanos-PB), responded to the Supreme Court’s attacks on the parliamentary amendments.
The note was written in collaboration with the party leaders, who returned to Brasilia after the PF operation authorized by Flávio Dino, who was looking for documents relating to the distribution of the amendments.
“The Chamber of Deputies respects the Federal Court and all the decisions it makes. It emphasizes, however, that a careful and correct reading of the decision taken by the illustrious Minister Flávio Dino reveals that there is no indication of any act of embezzlement of public funds. None. Any deviation, it is insisted, must be the subject of an appropriate investigation. the final execution of these funds by their final beneficiaries”, specifies an extract from the note.
Motta also affirms that the Chamber has taken all measures to ensure the transparency of the amendments, that the allocation of resources cannot be criminalized and stressed that it is the Executive which releases the money based on information from the Secretariat of Institutional Relations, headed by Minister Gleisi Hoffmann.
She also drew attention to the distribution of ministries’ own resources, which is not in the crosshairs of the Supreme Court.

The note forcefully defends civil servant Mariangela Fialek, the only target of this Friday’s searches and seizures. Fialek is an advisor to the Speaker of the House on budgetary matters.
“The servant Mariângela Fialek is a competent technician, responsible and committed to the good management of public affairs. The experience of the servant is recognized by all the bodies of the legislative and executive power that prepare and execute the federal budget. In fact, the performance of the civil servant Mariângela Fialek has been fundamental in the improvement of traceability systems for the proposal, indication and execution of parliamentary amendments”, indicates the note.
This weekend there will be a new meeting, this time with the President of the Senate, Davi Alcolumbre (União Brasil-AP). The idea is an institutional response to what Congress sees as judicial interference in the legislature. Leaders also created a memo signed by all lawmakers to defend the official.

Parliamentary amendments are indications made by deputies and senators to the federal budget, provided for in art. 166 of the Constitution, in order to direct resources towards public policies that benefit Brazilian citizens from all corners of the country. Parliamentarians indicate the allocation of these resources, which are managed by the federal executive branch, states and municipalities, and supervised by control bodies.
Furthermore, all modifications are authorized by the Secretariat for Institutional Relations of the Presidency of the Republic. The Chamber of Deputies does not tolerate illegalities in the execution of parliamentary amendments. Thus, in collaboration with the executive power, the Federal Senate, the Federal Court of Auditors and the Federal Supreme Court, it has improved the systems of transparency and traceability of the proposal, indication and execution of parliamentary amendments.
In this sense, the National Congress approved Complementary Law No. 210/2024, which provides for the proposal and execution of parliamentary amendments to the annual budget law, providing for control and transparency mechanisms. In addition, it has constantly improved the regulations in this matter, as is the case with Resolutions 1 and 2, of 2025, of the National Congress.
The Legislature launched an institutional advertising campaign and launched a specific portal to monitor the proposal, indication and execution of parliamentary amendments, without compromising the transparency already implemented by the original Chamber portal and the transparency portal.
The Chamber of Deputies respects the Federal Court and all the decisions it renders. He emphasizes, however, that a careful and correct reading of the decision taken by the illustrious Minister Flávio Dino reveals that there is no indication of any act of embezzlement of public funds. It is important not to confuse the political act of simply indicating the amendments of the parliamentary committees (which are not even binding and subject to the discretionary judgment of the executive branch) with the final execution of these funds by their ultimate beneficiaries.
The correct execution of public resources and government transfers, not only of parliamentary amendments, but also of those emanating from the Executive Power, by their final recipients, must be strictly controlled by the control bodies.
