The decision comes from Italian Transport Regulatory Authority (ART). And this is something that many European countries, notably France, can only dream of. In Italy, the Regulation 211/2025adopted at the beginning of December, obliges motorway concessionaires to automatically compensate users. Under what circumstances? In the event of significant delays due to scheduled work or prolonged congestion.
This is an unprecedented measure on the continent and a significant step forward for drivers, as explained by the Minister of Transport, Matteo Salvini. In short: drivers pay for a service, and that service must be provided. Otherwise, they receive a refund.
A strictly regulated reimbursement
Obviously, the Italian system is very precise and structured to avoid abuse. And even if, in the collective unconscious, Italy tends to be caricatured for its chaotic traffic, it offers us a lesson in common sense that many motorway concessionaires on the Alpine side should take into account. Here are the main rules governing this unique system:
- Travel of less than 30 km: automatic reimbursement in the event of work on the motorway, without the need for proof of delay;
- Travel between 30 and 50 km: refund after 10 minutes of delay;
- Travel of more than 50 km: 15 minute limit.
