Among the set of initiatives that this work agreement incorporates for regional civil servants, the creation of the professional career stands out, which has the image and similarity of that existing in the health field. As is the case here, it will be the employees themselves who will have to apply. This recognition will be applied from January 1, 2025.
Professional career and performance evaluation
The Junta de Andalucía has positioned the evaluation of the professional career and performance of regional employees as “an objective and transparent instrument that will allow recognition of merit, dedication and excellence”. The agreement of the sectoral negotiation table of the General Administration of November 10 on horizontal career, performance evaluation and The equalization of remuneration for career civil servants will also have to be ratified by the Governing Council and will serve as the basis for the future decree which will govern these notions..
The Andalusian Government highlighted that “the agreement profoundly modernizes the remuneration system” to the extent that it encourages the gradual replacement of the specific complement with a new position complement, which it described as “clearer, more homogeneous and linked to the criteria of responsibility, dedication and technical difficulty”, in addition to emphasizing that “it puts an end to historical inequalities and reinforces the internal coherence of the model”.
The Andalusian Government’s commitment is to “complete” the implementation of the VII Collective Agreement, which will replace the one still in force, signed in 2002, and which would involve providing staff with an updated framework that integrates the requirements of the Civil Service Law. The Andalusian Government has stressed that this initiative is part of the framework an employment strategy that will allow a sustainable reduction in structural temporary employment, placing it below 8% through multi-annual programming of public job offers, a stable model for covering vacant positions and control mechanisms that prevent abuse of the temporary duration of contracts and appointments.
The agreement provides for the development of a new reorganization of technical and health resources for risk prevention and occupational health, through the reconfiguration of the Own Prevention Service, which facilitates the real and effective integration of prevention in the Junta de Andalucía, the distribution and adequate sizing of preventive resources and the involvement of management personnel.
Creation of shared administrative units
And this also includes the creation of shared administrative units that enable the execution of strategic projects or respond to temporary or temporary needs. In line with the Andalusian Civil Service Law and the Strategic Human Resources Plan 2023-2030, its orientation is to “place Andalusia at the forefront of public management through an administration that acts as an economic engine, that facilitates investment, that attracts talent and that adapts to the digital revolution with flexible, efficient and people-centered structures”.
The Council highlighted that “the agreement creates a stable framework that promotes motivation, professional career and stability as key elements to improve service to citizens”, while defending that “this initiative will be a key instrument to reduce the digital divide between citizens and improve the capacity of public administration to help people with a reduced level of digital skills”.
