National Court judge Antonio Piña affirms that the appeal Leire field had the “aim” of obtaining “maximum economic profit thanks to the collection of commissions” in exchange for “guiding” and “influential” public files.
This is what the magistrate details in a resolution, dated this Saturday and to which EL ESPAÑOL had access.
Piña investigates Leire Diezthe call plumber from the PSOE, to the manufacturer Antxón Alonso and former president of the State Company of Industrial Participations (SEPI) Vicente Fernández for allegedly accepting bribes for “intermediation” in favor of the companies that paid them.
After being arrested by the Civil Guard last Wednesday, the three men were brought to court this Saturday and were then released with precautionary measures.
Antonio Piña affirms that the people investigated, to whom he attributes crimes of belonging to a criminal organization, embezzlement, prevarication and influence peddling, would have “leverage their position, relationships and ability to influence on certain persons linked to the public service”.
“Through false hiring and invoicing“, he adds, “they would have routed the funds mainly” via a limited company, Martínez Mediations.
The group would have acted “in different parts of the national territory” at least between 2021 and 2023 “by affecting several public administrations”, indicates the instructor.

The instructor studies five operations, which add up to a total of 132 million eurosin which rigging or irregularities allegedly took place
Piña attempts to elucidate whether the Leire field operated as part of a project led by the construction company Actioninterested in two farms owned by the public company Enusain which the plumber of the PSOE worked.

Acciona is already involved, due to the alleged payment of illegal commissions, in the so-called Cerdán case.
In this legal case, charged by the Supreme Court, we are investigating Santos Cerdanthe former organizational secretary of the PSOE of whom, in addition, Leire Díez presented himself as his “right hand“in the shadows.
The judge places one of the alleged corrections “in a context in which Acciona was interested in taking over two farms titled by the public company (Enusa).” It is about an incinerator in Melilla and a waste treatment center in Castellón.
According to the judicial resolution, members of the network -who used the nickname Hirurok; translated from Basque as “the three of us” – prompted the public company to select the law firm SDP Carrillo y Montes and this firm articulated the viability of the operation.
In addition, the Díez-Antxon-Fernández network allegedly inflated the price of this contract, with additional costs of 50% of its value, to obtain profits in the form of illegal commissions, allegedly.
The instructor also details payments, worth 17,545 eurosfrom the law firm to the company Mediaciones Martínez, the one employed by members of Hirurok to channel the supposed stings.
Leire Díez worked at Enusa (National Uranium Company) as communications manager between 2018 and 2021. The latter was the same year in which Fernández, after leaving SEPI, part of Servinabar 2000Antxon Alonso’s construction company in which, according to the UCO, Santos Cerdán had a stake.
On the other hand, Judge Piña reports that this plot would have served as an intermediary in favor of the rescue granted to the company Tubos Reunidosworth 112.8 million euros (the largest transaction). For this reason, he would have received 114,950 euros “thanks to an apparently false invoice issued by Mediaciones Martínez”.
Likewise, the group Hirurok would have influenced the public company Walk change seats, with a justification that is also “false”.
The company awarded a contract to Servinabar 2000, worth 18,119 euros, for the small construction company of Antxon Alonso to act as consultant, in order to guarantee the change of headquarters of Mercasa and to inflate the price of the rehabilitation works.
In turn, the Leire field would have benefited the company Erri Berri in the award of a public contract by the Business Park of the Principality of Asturias (PEPA). According to the judge’s resolution, the said company would have paid, in exchange, as a commission, 400,000 euros.
Finally, the instructor refers to the granting of aid, by the public company Sepides (State Company for Industrial Promotion and Business Development), to the company Arapellet SL. The aid amounts to 17.32 million euros.
The alleged criminal group allegedly influenced the accusations made by Sepides for his grant. Arapellet SL belongs to Forestalia Group. As revealed by EL ESPAÑOL, Santos Cerdán and Antxón Alonso acted as mediators in favor of this renewable company with the Ministry of Ecological Transition, when it was led by Teresa Ribera.
Acciona and Cerdán
Leire Díez is under investigation by the Madrid court for trying to obtain sensitive documents against the Anti-Corruption Prosecutor’s Office and the Civil Guard, with the aim of harming their investigations.
To do this, he met at least one prosecutor and businessmen (who had been the subject of a judicial investigation) to whom he promised advantages of different kinds.
During one of these meetings, the call plumber of the PSOE presented herself as an emissary of the party, mentioned her alleged direct line to government and defined himself as the “right arm” of Santos Cerdán, then number three political training.
In the trial initiated by the Supreme Court and in which Cerdán, in addition to Antxon Alonso, is under investigation, the Civil Guard places the politician as responsible for the management of the alleged commissions paid by Acciona in exchange for the rigging of public markets.
In addition to him, the former Minister of Transport would have received them Jose Luis Abalos and his main advisor, Koldo Garcia.

On the other hand, when the Civil Guard searched the home of Antxón Alonso and the headquarters of Servinabar, they found a contract, signed by Santos Cerdán on each of its six pages, through which he acquired 45% of his friend’s construction company for only 6,000 euros.
The builder questioned before the Supreme Court, however, declared that the said document, dated 2016, was never valid, although he kept it for almost ten years.
Thanks to several UTEs (temporary company unions) and Acciona, Servinabar, despite its inexperience and small size, benefited from public contracts worth a million dollars. Among others, the reform of the Belate tunnel, in Navarre, or that of the Centenario bridge, in Seville.
