The text of the decree justifies that the rule aims to guarantee not only the presence of Brazilian films, but also the diversity of titles, avoiding the concentration of national programming in a limited number of productions. The decree provides criteria for counting sessions and rotation of exhibited works.
The screen quota provides for the obligation to screen national works for a minimum number of days per year, taking into account the size of cinemas and the number of rooms in operation.
In addition to monitoring, Ancine will be responsible for detailing each of the technical parameters for compliance with the Screen Quota, in addition to monitoring and applying measures in the event of non-compliance. Brazilian works that have received relevant awards and proven themselves to the public will have different exhibition criteria established by Ancine. The decree comes into force on December 24 and applies exclusively from 2026.
