The Governor of La Rioja, Ricardo Quintela, announced a series of measures aimed at reorganizing the structure of the provincial state with the aim of reducing expenditure, optimizing the functioning of the public administration and sending a signal of austerity measures amid an unfavorable economic environment.
The President clarified that this is not a policy change or a review of management priorities, but rather a process of institutional adjustment to improve government efficiency.
Within this framework, Quintela announced that, in addition to the application of new administrative restrictions, progress is being made in reducing the number of ministries and secretariats. “There will be changes and restructuring of the state. We will take measures to limit spending,” he explained.
Among the proposed provisions, the governor noted that foreign travel and the granting of travel expenses to officials require express authorization from the executive branch and must be duly justified. The measure applies at least for the remainder of his term in office.
Less public taxes and lower expenses
Quintela tightened the scope of restrictions and took strong action against the departure of officials abroad. “There will be a reduction in the number of ministries and secretariats, as well as measures to limit spending. Nobody can leave the country without executive authorization and for justified reasons. And if someone does not like it, he should submit his resignation,” he said in statements to the media Deuda Prometida.
He also announced Restrictions on the use of commercial flights by public administration. Only ministers and secretaries are permitted to travel by air if the official agenda requires a return trip on the same day. In the remaining cases, transfers must be made by land in order to reduce operating costs.
Another notable decision concerns the use of company vehicles. “No official, from the undersecretary on up, will be allowed to drive in official cars. They will use their own vehicles.” Quintela said the measure was “a strong signal to society” in a context that requires greater efforts from the public sector.
In connection with the conflict with the national government over the co-participation point, which La Rioja no longer received after the inauguration of President Javier Milei, the governor expressed pessimism about an early solution. “I do not believe that in this government we can recover the money that Milei owes to the people of Rioja,” he said, referring to an amount above the $1 billion sought in the Supreme Court.
Quintela also sharply questioned the president’s attitude towards the provinces and La Rioja in particular. “Milei has a pretty cruel attitude towards the provinces, especially towards La Rioja,” he said.
