The Minister of Economy and Finance, Denisse Miralles, assured in an interview with RPP that the budget allocated to the scholarships of the National Scholarship and Educational Credit Program (Pronabec) is guaranteed. As he explained, the more than 30,000 scholarships promised for the management of Morgan Quero at the head of the Ministry of Education (Minedu) will have the necessary resources for its implementation, although the original planning of the previous government did not include full funding.
Miralles explained that the budget currently available for Pronabec is S/1,390 millionwhich ensures scholarship coverage. The minister pointed out that thanks to the budget law and the powers to redistribute resources within the Minedu, it is possible to reorganize the budget in order to fulfill the promises made to the students.

The head of the MEF recalled that last November a report by End point revealed that about 20,000 scholarships from the Beca 18 program had no budget while the budget law only allocated S50 million/S50 million/S793 million for funding Scholarship 18, Permanent scholarship and the new Tec scholarship for 2026. Faced with this situation, Miralles pointed out that his management was taking care of the budget approved by Congress and making reallocations to ensure the missing resources.
In this sense, the minister explained that the allocation of resources takes place within the framework of an overall government budget MineduThis allows articles to be included in the standard that enable these redistributions. “It’s guaranteed. That Ministry of Education It has 17 billion soles. This is a fairly large amount and, in addition, we were allowed to include articles that allow redistributions, which is not possible in any other sector,” explained Miralles for the above-mentioned media.

The minister criticized the administration Morgan Quero to raise expectations among young people without ensuring there is sufficient budget. According to Miralles, that is Pledge to provide 38,000 scholarships In a single year it was “irresponsible”, considering that the annual budget made it possible to finance around 5,000 scholarships per year for five years, corresponding to the regular duration of studies.
“When you make a promise of this magnitude, you must first plan and reserve the resources. Both Pronabec and the management of Minister Quero have promised this, but have not guaranteed that the budget will be available,” noted the head of the MEF.

Despite the shortcomings of the previous administration, Miralles assured that the scholarships for which the students applied in November were guaranteed. The minister emphasized that her management will honor the commitments and ensure the coverage of this year’s scholarships.
“As irresponsible as the previous government was, the promise will be kept and it will be guaranteed that the scholarships will be awarded to students who have recently attended,” he said.

Miralles also revealed that Minedu was asked to do so comprehensive review of the Pronabec program. The aim is to ensure that the program has appropriate incentives and that each sol of the public budget reaches its target efficiently.
“The program has room for improvement and we want to ensure that it serves its purpose effectively,” the minister added RPP.

Finally, the minister reported that her presentation to the Congressional Education Commission The date will be postponed because the invitation was sent out at short notice. Miralles assured that he would provide his support as soon as possible in explaining the measures taken and guaranteeing the funds for the Pronabec scholarships.
“We are happy to participate, but we ask for a postponement in order to be able to officially announce that the scholarships are guaranteed and the budget has already been allocated,” he said.
