
The President Javier MileI returned to the country this Thursday after attending the Nobel Peace Prize ceremony in Oslo. As soon as he landed at Jorge Newbery Airport after 8 a.m., he signed the labor reform presented to him by Chief of Staff Manuel Adorni. The project will be submitted to Congress for consideration in the next few hours during the extraordinary sessions convened by the executive branch.
The president left Oslo after the Nobel Prize ceremony. During their stay abroad, the government’s technical teams worked on the final draft of the work initiative, the preparation of which was extended due to disagreements on some articles. These points delayed the final draft well into the Norwegian president’s agenda.
At the same time, the legislative authorities expected Milei’s return to advance the consideration of the initiatives contained in the Mayo Council. Projects with finalized text include the 2026 Budget, the Principle of Fiscal Innocence, the National Commitment to Financial and Monetary Stability, the Update of the Criminal Code and the New Glacier Law.
Labor reform was the only project of the Main package which was further examined during the President’s stay abroad. The discussion focused on the possibility of including an article related to union solidarity contributions, which establishes discounts applicable to all workers in the sector, regardless of whether they are members or not.
Union dues definitions and recent changes
The government tried to reform this mechanism Contributions are subject to the express consent of each employee. However, due to union opposition, the section was withdrawn. Instead, the final text included a clarification on membership fees: Companies should only withhold and remit these payments if there is an agreement between the parties and the employee’s express consent.
In addition to labor reform, the executive branch must complete the signing of related projects commercial opening and cutting public spending, both included in the May Council. These initiatives will not be discussed in the current extraordinary sessions and will be left for later discussions in Congress.
The Casa Rosada defined the approval of the Labor reform in the Senate. The Senate Labor and Social Commission, which must discuss the initiative before it reaches the Senate, has not yet been formed due to the amendment to the law that changed the composition of the chamber. The head of the La Libertad Avanza bloc, Patricia Bullrichis seeking the chairmanship of the organization and promoted the project to enter the upper house to begin his parliamentary term with this debate.
Negotiations with governors and legislative agenda
At the same time, the Interior Minister said, Diego Santilli, holds meetings with governors to ensure support for the projects on the agenda of the extraordinary meetings. This Wednesday he received the leaders of Catamarca, Raúl Jalil, and of San Juan, Marcelo Orrego, at the Casa Rosada. The meeting mainly focused on the Glacier Law, a topic of interest to both provinces.
The meeting was also attended by the Chief of Staff, Manuel Adorni, and the Secretary of Legal and Technical Affairs, María Ibarzábal. According to the executive branch, aspects of the 2026 budget were also discussed at the meeting, which will be analyzed in the Chamber of Deputies. That chamber hopes to make a decision next week and then proceed with its vote.
A meeting between Adorni, Santilli and the governor of Tucumán, Osvaldo Jaldo, is scheduled for this Thursday. The provincial leader distanced himself from the “Unión por la Patria” bloc in the House of Representatives and, together with other legislators, is examining the formation of a federal interbloc. His position is considered relevant to the negotiation of important initiatives during extraordinary meetings.
By signing the labor reform and submitting upcoming projects, the executive is trying to implement the May Council guidelines. The ruling party is waiting for the Senate to start working on the reform once the commissions have been formed and the debate schedules have been set.
