
The PSOE parliamentary group in the Madrid Assembly registered 1,325 partial amendments to the draft budget of the Community of Madrid for 2026 with emphasis on housing, health and education. The socialists stressed in a meeting with journalists that the approval of the proposed amendments would involve moving a total of 4,427.9 million euros, which represents 13.34% of the accounts which for the first time exceed the 30,000 million annual mark.
The main amendments drafted by the PSOE concern the chapters of housing, transport and infrastructure (1,762.1 million), health (917.48) and education (720.6); but There are also important proposals in the area of family, youth and social affairs. (323.4), as well as for the area of democratic memory and transparency (298).
Socialists’ demands for health budget changes aim to change the current system, which they have called “privatizing” and which they say encourages growing waiting lists. The PSOE proposes to invest 50 million in public hospitalswhich “would withdraw from private hospitals, to put public hospitals at full capacity in the afternoon”. In addition, they would allocate 156.3 million to the 35 health centers “promised for 20 years”. They are also demanding 95 million so that all extra-hospital emergencies have complete health equipment while funding for the regional public health service is reinforced.
In the Housing chapter, the socialist amendments affect the objective of achieve a social housing stock of 9%for which an investment of 900 million is proposed, to which would be added an additional 40 million for rental assistance of 300 euros per month. Likewise, it is proposed to join the 2026-2030 State Plan, which would bring an additional billion to Madrid.
Among the urgent measures that, according to the PSOE, the regional Education budget should include: an increase in transfers to public universities to the tune of 315 million40 million for the new recruitment of teachers, 144 million for the opening of centers and scholarships and an additional three million for the energy rehabilitation of educational centers.
The amendments relating to Social Services provide for budgetary modifications of up to 323.4 million for, among other things, increase the Minimum Integration Income item by 152 millionallocate 18 million to child poverty and an additional 20 million to the conciliation supplement. In the chapter of the Presidency, Justice and Local Administration, up to 298 million are modified in amendments intended for Transparency (12.16 million), Democratic Memory (1.18 million) and considerably increasing the amounts allocated to the Regional Investment Program (PIR).
The socialist group in the Madrid Assembly also proposes that the region’s tax policy be changed: income tax reduction for 96% of Madrid residents and “restore progressivity to the system, while protecting income to finance health, education and housing”.
PSOE spokesperson in the Chamber, Mar Espinar, insisted on the importance of seeking to “strengthen public health, develop affordable housing, guarantee quality education, support families and make dependency dignified.” For his part, the Budget spokesperson, Daniel Rubio, explained that the objective of the 1,325 partial amendments registered is that the regional accounts are again “a tool to improve people’s lives and not a tool of facade, propaganda and in the service of minority interests”.
