The scene marked a turning point for an area that had had diverse public spaces for years They remained occupied without permission.
The municipality of Santiago de Surco explained that the intervention is a response to previous work on documentation verification and technical monitoring. Every advance of the operation was carried out in the presence of the Municipal prosecutor’s officewho was responsible for confirming the condition of the properties before each removal. Neighbors passing through the surrounding areas said they had rarely seen an operation of this kind carried out in a coordinated manner and with prior information about the parks’ formal boundaries.

This operation was carried out in the early hours of October in the presence of the National Police and the District Security Department to avoid confrontations.
Meanwhile, today’s process involved the deployment of labor from various organic units in the community. According to community representatives, the goal was to make the associated areas publicly accessible again Parks 20, 21, 23, 24 and 25. At each point it was checked which elements belonged to individuals and what the actual extent of the community space was. In doing so, the local management attempted to restore sectors that did not have free access to the community.
The authorities stated that the intervention was based on a specific legal framework. Law No. 30230 establishes a procedure for the extrajudicial recovery of state property that has been improperly claimed. On this basis, the municipality of Surco planned the operation and carried it out in coordination with the National Police.

The community of Surco reported that it was more than recovering with the support of the police 10,000 square meters of public space which belong to five parks in Los Álamos de Monterrico. In each of these spaces, private activities took place without permission, some with metal fences and others with living fences made of vegetation. In all cases the surrounding areas were used as private recreational areas.
According to the municipality, the operation reached approx 60 lots. The owners of these properties expanded their boundaries beyond those established in the land records, limiting the sharing of areas designated for the community. During the operation, technical staff checked each case and removed the structures that prevented free movement within the parks.
The Deputy Chief for Inspection and Administrative Enforcement, Raul Ramos, stated that the procedure complied with the relevant regulatory framework. “We have followed the duly established procedure by which we reclaim this public space and then transform it into value by creating the relevant public area for the use and enjoyment of all neighbors,” he explained.

The municipality recalled that in August it published a report identifying 213 properties with unauthorized occupations 11 parks in the urbanization. Since then, the municipality has initiated a restoration process to return these areas to citizens. The latest intervention is part of this plan.
At the time, the local administration stated that the situation affected access and use of spaces owned by the community. The technical review made it possible to clearly delineate the sectors that exceeded the official boundaries.
