
“We are about to begin a memorable year.” This is with what insistence the Minister of Economy, Finance and European Funds of the Council, Carolina España, alluded to the regional elections which will take place in 2026, probably in June, and which the government of Juanma Moreno has been facing since this Thursday with a new “stability” budget which “charts the path to the future”.
There were no surprises during the second and final session of the final debate of next year’s accounts, which took place with the only vote in favor of the PP-A, whose absolute majority allowed the approval in time and in the form of the law, and the rejection of the three lefts and Vox. Thus, this “historic” budget, amounting to 51.597 million euros, the “largest of democracy” in Andalusia, will come into force on January 1 to “offer Andalusians a state of well-being like they have never known”, underlined the spokesperson for the municipal council.
The economic document ultimately integrated a total of 107 amendments partial of the rest of the groups, of which almost a third are opposition, of the 2,023 finally selected for this debate. The Executive thus gave the green light to 75 proposals from the PP, in addition to 18 others from Vox, such as that aimed at cleaning canals, mental health plans or improving infrastructure in several provinces.
Five amendments from Por Andalucía and the same number from Adelante Andalucía were also approved. Among the first, the improvement of judicial infrastructure in small municipalitiesthe digitalization of rural public centers or even aid to artisan associations. Among the latter, those linked to various development cooperation and humanitarian action NGOs stand out.
The PSOE-A is the group to which the Executive has approved the fewest partial amendments, with a total of four, related to the support for women victims of trafficking, extension of aid to orphans of gender violence up to 26 years old (25 of them have already been approved), the construction of an active participation center in Lopera (Jaén) and another intended for the Sustainable and Integrated Urban Development Strategy.
Block rejection
Spain, which thanked all groups for their collaboration, insisted that Andalusia is today a “respected, admired and stable” community. And that these budgets, the eighth of Juanma Moreno since her arrival in San Telmo, represent the “new normal” of this land, which means “recover without corruption”, approve accounts “on time”, manage “with rigor and transparency”in addition to “respecting the law, working for the common good without scandals, without embarrassing headlines, without mud, without lies”.
The advisor spoke of the “examination” that everyone will undergo next year during the elections and stressed that “In troubled times, it is important to stay the course, stability and security” what, according to him, Moreno has achieved during these seven years of government and which is now consolidated thanks to this new Budget, which is “the instrument to realize the desires of the people.”
The opposition, for its part, maintained its criticism of the accounts which “reinforce the privatization and dismantling of public services”, lamented the socialist spokesperson, María Márquez, who affirms that the PP’s economic project for next year “These are empty words, empty speeches” which “were spoken in the image and likeness” of Moreno. The spokesperson for Vox, Manuel Gavira, was convinced that these will be the “last” budgets of the President of the Commission because, he says, next year Andalusia “will have another government”.
The spokesperson for Por Andalucía, Inmaculada Nieto, spoke in the same sense and is sure that 2026 “This will be the year of the end of the Moreno Bonilla government”. He also considers that the Accounts bring “a lot of carbon” to Andalusians since they do not address, they say, the “real problems of Andalusians”. Finally, Adelante spokesperson José Ignacio García said that it was a A budget that “will do a lot of harm, which privatizes health”who continues to give money from the workers of Andalusia to private health care.” At the same time, he severely criticized the traditional Christmas carols that the PP sang at the end of the plenary session.
It’s a tradition in the church of the old hospital of las Cinco Llagas, which ceased to be celebrated in 2012 and that the PP took over last year, although alone, since no opposition group, with the exception of a few deputies from Vox, ever wanted to join it. “It’s frivolous” and “disrespectful,” the Adelante spokesperson said, referring to the failures of breast cancer screening.
After finishing the session this Thursday, shortly before 1 p.m., the President of the Parliament, Jesús Aguirre, invited all the deputies to join the show, in which the employees of the Chamber participated. The directory, with the Minister of Health, Antonio Sanz, in the drawerwas varied: “The Fish in the River”, “Bell on Bell”, “Go, Go, Go” and “Out with Sorrows”, with Juanma Moreno leading the impromptu clapping group.
