
The coordinator of the Maranhão bench in the House, Deputy Duarte Jr. (PSB-MA), said this Tuesday (12/23) that he will file an action against the Ethics Council against Deputy Paulo Bilynskyj (PL-SP) for denouncing the state of Maranhão.
This statement was made during Bilynskyj’s intervention on the 3 Irmãos podcast, during a discussion on the merger of states, in which he compared Maranhão to Santa Catarina and criticized what he called “heterogeneity”. On this occasion, the MP declared:
“The territorial extension of Brazil generates a lot of heterogeneity, that’s the problem. So you see, for example, that Santa Catarina is extremely homogeneous, right? Because it is extremely homogeneous, if Santa Catarina had more freedom to legislate, you would have much better laws for that state. Now compare Santa Catarina with Maranhão. Compare. It’s the same country. Can you compare? You can’t no, right? Maranhão is shit. How will you compare with Santa Catarina?
This will be the first representation against a member of the Council in 2026. The parliamentarian may face a suspension of mandate, or even dismissal, if the action progresses in collegial proceedings.
In a note sent to the press, Duarte also said he would inform House Speaker Hugo Motta (Republicanos-PB) of Bilynskyj’s statements.
“It is unacceptable and deeply shameful that a federal deputy, elected to represent the Brazilian nation, uses his public space to propagate prejudice, social stigma and institutional contempt against an entire state. Such a position not only attacks Maranhão, but lowers the level of national political debate and compromises the image of the Parliament itself,” he said.

At MetropolisesBilynskyj said the statement expresses his personal opinion, which he said is “guaranteed by the Constitution.”
“At no time have I spoken about the local population, which suffers at the hands of populist governments and high levels of corruption, but rather about the viability of the federal entity. (…) I hope that the discussion on the possibility of merging federal entities of low viability will be treated seriously and with respect for the taxpaying Brazilian citizen,” said the parliamentarian.
