The Public Ministry of Rio (MP-RJ) has brought new charges against six military police officers from the Trauma Battalion for crimes committed during the massive operation carried out on October 28 in and among the Complexo do Hermano. The new charges, filed on Monday, reinforce the pattern of violations recorded by mobile operational cameras, which previously supported two other charges revealed yesterday in cases of embezzlement and theft carried out at the sites. This time, the agents are accused of embezzlement, home invasion, unlawful restraint, theft and refusal to yield – crimes committed during home invasions, threats to residents, theft of a cell phone and a gun left by fleeing criminals, as well as repeated attempts to hide the operation of body cameras.

Violation of housing and illegal restriction
According to the investigation, the officers smashed the gate and doors of two residences with the help of pliers, and entered the properties without judicial permission or the consent of the residents.
Portable operational cameras (COPs) show police searched rooms, forced one resident to remain seated under threat, and prevented him from moving while they searched the area.
According to MPRJ, the group stole a cell phone and a gun left by the fleeing criminals. The photos show police officers discussing dismantling and concealing the weapons, reinforcing the intent to divert the materials outside the official control of the operation.
Disobedience and attempting to obstruct body cameras
The new charges also include refusal to obey and disobedience. The MPRJ notes repeated attempts by prime ministers to conceal or obstruct police conferences, contrary to explicit orders from the military police leadership. Agents were supposed to stop, cover, or divert the cameras’ field of view to prevent capture of police activity.
In a specific complaint, a Rapid Action Tactical Group sergeant was also charged with trespassing and disobedience by unlawfully entering a residence. He did not comply with the order to keep the body camera constantly on, and attempted to remove the battery and remove the equipment from his body on at least ten occasions. As a result, nearly five hours of the operation were not recorded.
Embezzlement — A gun hidden in Alemão
The new accusations are in addition to previous reports that revealed other crimes committed during the same operation. In Complexo do Alemão, Third Sergeants Marcos Vinicius Pereira Silva Vieira and Charles William Gomez dos Santos were charged with embezzlement after body cameras recorded the theft of a rifle similar to an AK-47.
The weapons were in a house where about 25 men surrendered. The photos show Silva Vieira taking the gun and walking away from the group of police officers who were recording the seized items. Minutes later, he meets Charles Santos, and they both hide the weapon inside the backpack, without counting it among the official elements of the operation.
The recordings also reveal the sergeant saying:
“What is this? It’s too bad for me to give this up. This will stay for us.”
Commenting on the fact that the model was not among the seized weapons:
“Nobody has that AK here, no.”
The couple even discussed ways to disassemble the gun before deciding to keep it in his backpack.

Another previous complaint indicates that Lieutenant Marcelo Luiz do Amaral, Sergeant Eduardo de Oliveira Coutinho and two other police officers committed aggravated robbery by dismantling parts of a Fiat Toro pickup truck parked in Vila Cruzeiro.
According to MPRJ, Coutinho removed the hood, headlight and mirror caps. Amaral and another police officer would have ensured the circumstances of the robbery, including trying to prevent police officers from recording the action. Agent Machado was present, but did not attempt to prevent the crime.
In past and current cases, the MPRJ has highlighted intentional behavior to tamper with body cameras. The defendants allegedly attempted to stop, cover or divert the field of view of the equipment, thereby jeopardizing internal and external oversight of police activity and compromising the provision of evidence.

The complaints also cite photos uncovered by Fantástico, which show a BOPE police officer, without identification on his uniform, picking up a radio transmitter and a jacket hood after speaking to Sergeant Silva Vieira inside the house where the surrenders took place.
“See if you have a little something to take,” the agent says.
“Take it, come on,” answers Silva Vieira.
The policeman collects the radio and says: “I’ll take the radio too!”
Two police officers have already been charged with embezzlement in these circumstances.
Military audit balance
With the new allegations, the MPRJ brings a total of six criminal proceedings relating to violations committed during the containment operation. In total, the Public Prosecutor’s Office charged nine police officers, including Sergeant Diogo da Silva Souza, Eduardo de Oliveira Coutinho, Marcos Vinicius Pereira Silva Vieira, and Charles William Gomez dos Santos, as well as Lieutenant Marcelo Luiz do Amaral, who were arrested following action taken by the Prime Minister’s Department of Internal Affairs last Friday.
MPRJ requested the pretrial detention of the other defendants and stated that it continues to analyze images of the operation, considered the bloodiest in the history of the state, which resulted in the deaths of 122 people.
