
As part of the huge legal push that has linked characters’ real estate, luxury cars and immense money movements Argentine Football Association (AFA)this Friday General Tax Directorate (DGI) has added a new complaint against the company they run Claudio “Chiqui” Tapia and Pablo Toviggino: accuses them of payment evasion Steer and from Posts to Social Security for more than $7.5 billion.
The ARCA (Customs Collection and Control Agency) dependent organization stated that its estimate of the tax damage amounts to $7,593,903,512which AFA had not paid and had to pay in relation to income tax, VAT and contributions.
The complaint, signed by the interim head of the Criminal Division of the ARCA Legal Department, states: Vanina Vidalis accused of the AFA “Impermissible use of taxes and social funds.”

The non-payment of taxes would have occurred in the meantime August-September 2025. The contributions were withheld, but not paid into social security in the meantime December 2024 and September this year. In the last few hours the AFA finally entered the preliminary contributions.
In the complaint document, the DGI points out that the debt collection department of the Directorate for the Collection of Large Taxpayers “has noted the failure to make payment within the statutory deadline of the affidavits of the SIRE-IVA tax withholding systems (Imp. 216), the SICORE revenues (Imp. 217 and 787) and the withholding of social security contributions (Imp. 353).”
However, the following paragraph clarifies that “the above-mentioned department reported that the tax withholdings had not been paid as of December 10, 2025, while the amounts corresponding to the withholdings of social security contributions (Tax. 353), were fully registered as of the specified date“.

According to ARCA, the AFA acted with malice and points against the company’s president, Chiqui Tapia, as a “subject obliged to pay the withholdings made”. “We can conclude that the necessary subjective element can be found in the offense since the ARGENTINE FOOTBALL ASSOCIATION was clearly aware of its status as agent for the withholding of taxes and social funds (since it actually made these withholdings) and was able to fulfill these obligations,” the DGI’s complaint states.
Regarding the harm that non-compliance with the AFA would have caused, ARCA management claimed: “Public expenditure is essential to the satisfaction of public needs, and the real means of obtaining resources is tribute (essentially taxes). Those who willfully evade the fair payment of their obligations harm the financial activity of the State and hinder the fulfillment of its objectives.”
