
An NGO set to hold an event for the city of São Paulo subcontracted suppliers linked to its management amid a series of other irregularities discovered by the Comptroller General of the Union (CGU). The Authority’s investigations also found that there was no dispute over the selection of the entity by the municipal administration.
Instituto Vincere was appointed through a Pix amendment sent by Federal Representative Renata Abreu (Podemos).
The parliamentarian sent R$2 million to the capital of São Paulo, of which R$1.6 million was allocated to the Municipal Sports and Recreation Department to finance the sporting event “Ferrão Praia São Paulo Festival” – and another R$400,000 was paid to cover the sports field at a daycare center in Paraísopolis, in the southern region of São Paulo.
The city council and the entity denied any violations. When the parliamentarian was contacted, he did not speak.
Last month, the amendments became the target of Minister Flavio Dino, of the Federal Supreme Court (STF), who ordered the Federal Police (PF) to investigate possible crimes in the use of public money.

The CGU considered contracting with the Institute for activities for the first edition of the event in 2023 in Parque Ceret, in the eastern region of the capital, and in Parque da Juventude, in the northern region.
The investigation report stated that the entity had no employees and had contracted with contractors for programming.
Payments to suppliers were made by cheques, which contradicts the legal requirements that define the rules of partnership between public administration and civil society organizations.
The principle of impersonality
The CGU also warned of possible irregularities in the companies hired by the NGO for the festival, Goolaço and Tie Break. According to the investigation, the companies are controlled by the same family, share the same address, and the director of an NGO works as an accountant.
Furthermore, the CGU also noted that the Tie Break partner had a partnership with the daughter of one of the entity’s directors at another company, Ribeirão Sports Beach Tennis.
“The same company Ribeirão Sports Beach Tennis Ltda. is one of the partners of Bar e Restaurante Arena Beach Ltda., and its partner is also the wife of the president of the Vincere Institute,” the report says.
For auditors of cash generating units, the recruitment does not follow the rule of impersonality in the notice.
“With regard to the contracts undertaken by the above-mentioned OSC Foundation to achieve the objectives of the partnership, it was found that these contracts do not comply with the principles of character, ethics and economics, as price surveys were carried out, but the subsequent contracting between companies is related to each other and has links with the directors of the OSC.”
No competitor
The public call for recruitment of institutions that will hold the festival was divided into five groups, divided according to the activities carried out.
Only three organizations submitted proposals and, therefore, there was no conflict, according to the CGU. Instituto Vincere competed alone in Stages 4 and 5 to install the “beach plazas”.
In 2024, the institute is again appointed by the City of São Paulo to hold the same event. Once again, the contracts were done with the same companies that have ties to the entity, according to the NGO’s accounts.
According to the entity’s website, there are also a series of events held with the São Paulo state government.

The CGU draws attention to a letter sent by Representative Renata Abreu to the São Paulo City Council. The document he obtained capitals, Sent on March 15, 2022 to Mayor Ricardo Nunes (MDB), it says that “the resource is intended to implement a specific objective.”
However, the topic is described in a general way as “ongoing programs of the Secretariat”.
However, the letter requests that “once the proposal(s) are registered, the business plan process number and registered bank account details be immediately communicated to this office.”
On the other hand, the letter covering the coverage of the Paraisopolis Sports Court is quite detailed. The letter signed by the national president of Podemos specifies which school will benefit, how many children will be served at the daycare center, the total cost of the work, the amount the municipality will pay, and states that City Hall engineers were already on site and budgeted the cost of the work.
The report asked the representative, through her office and advisors, whether she was aware that the money would be used at the festival, and whether she took any action after suspicions were raised. the Capitals No response was received, and the scope remains open for demonstrations.
What does the city council say?
The Sports Secretariat stated that it had sent the required documents to the CGU and provided appropriate clarifications.
“With regard to the report’s observations, SEME emphasizes that the legislation does not require civil society organizations to maintain their own team, allowing the appointment of specialized companies to carry out activities,” says the city council.
The administration also states that payments in kind “are permitted by law when duly justified, in accordance with Article 51, paragraph 2 of Law 13.019/2014.”
The city council stated that the expenditures “took regular administrative measures and were analyzed in accordance with legislation.”
“Finally, Instituto Vincere has submitted all the required documents and demonstrated the technical and operational capabilities as requested in the notice. The entity has also sent an official statement certifying that there is no kinship or conflict of interest between its management and its suppliers, and takes legal responsibility for the authenticity of the information,” says the management.
