
One of the main aspects of the public security policy implemented in Niterói is the massive investment in technological devices, which create a kind of virtual wall against criminal actions. The operation of the Integrated Public Security Center (Cisp), an equipment responsible for being the brain of coordinated actions and which integrates 24 hours a day with the Military and Civil Police, was detailed during the first meeting of Caminhos de Niterói, held at the Editora Globo auditorium, at the Center. In ten years, the city has invested 30 million reais in technology.

Recently, Cisp implemented the American ShotSpotter gunshot detection system in the southern Niterói area. The tool, operational for two months already in the North zone, is the main axis of innovation of this new phase of Cisp, called Cisp 2.0 and which cost R$9 million to public coffers. The sensors capture sounds, the data is processed in centers in the United States and, within 60 seconds, the information reaches the Cisp, which immediately calls security forces in the identified region.
In addition to ShotSpotter, City Hall said this phase of Cisp 2.0 includes cutting-edge cameras and the use of artificial intelligence based on machine learning. The system, which already identified fragments of license plates, now also recognizes vehicle colors and suspicious behavior. The action can take place in real time, by alerting security forces, who organize the siege and make the arrest, or through investigative surveillance, as in the recent arrest of a fugitive drug trafficker. Created in 2015 as an operational monitoring and command center, Cisp is part of the Niterói Pact against Violence.
The Town Hall emphasizes that it was designed not only as a camera center, but as an integration space between the Municipal Guard, the Civil and Military Police, the Federal Police, the Fire Brigade, the Civil Defense and other operational organizations. Coordination is ensured by municipal guards specially trained for this role.
The Center monitors images and information from 522 security devices and 38 gates installed at entrances and exits to the city, operating continuously 24 hours a day. It also has 120 smart electronic fence system cameras, the functions of which have been expanded over the years. According to a survey carried out by the municipal administration, more than five thousand images and technical reports were sent to police stations and the judiciary with the support of the intelligence sector during these ten years of activity. In this way, the Cisp collaborated directly in the investigation and elucidation of crimes, contributing to the arrest of criminals in actions guided by the municipal guards.
