
This week the City Hall will launch the notice of the first edition of the Municipal Bolsa Atleta, a program that will offer aid of up to R$ 3,000 to strengthen the development of athletes, para-athletes and deaf-athletes in Niterói. Registrations are open until February 3 next year and follow the rules set out in Municipal Law 3,995/2025. The municipal administration emphasizes that the initiative is part of the sports incentive policy that it has structured to encourage sports practice as a tool for inclusion, citizenship training and social transformation.

This benefit is for city residents competing from basic to high performance categories. To participate, the candidate must prove their residence in the municipality for at least one year and present the documents required in the notice, such as school registration (if applicable), affiliation with the sports entity, declaration of activity issued by a federation, association or educational establishment, in addition to the calendar of competitions planned for the year. For minors under 18, parental authorization is required. The scholarships will last 12 months from the first payment.
According to the town hall, the aim is to ensure that athletes can dedicate themselves to training and participating in competitions without financial constraints becoming an obstacle. The assistance can be used to cover expenses that often prevent the pursuit of a sporting career, such as travel, registration for championships, acquisition of equipment, technical support and specialized preparation.

This is part of a set of initiatives aimed at youth, involving education, culture, training and health — said Mayor Rodrigo Neves.
Vice Mayor and Olympic medalist Isabel Swan highlighted the long-term social impact of this incentive:
— Sport is a path to inclusion, discipline and citizenship. It awakens dreams, builds character and shows that with dedication and opportunity, every young person can transform their story and contribute to a more united community.
The scholarships will be divided into four categories, according to competitive level. The Base Athlete, aimed at young people aged 12 to 18 who participate in student competitions, will have 120 places worth R$750. The State Athlete category, intended for athletes aged 12 to 23 who represent the municipality in regional and state tournaments, will receive 50 scholarships of R$1,200. In the National Athlete category, intended for participants in the Brazilian championships and other national competitions, there will be 40 scholarships of R$2,000. The International Athletes category, with 30 places worth R$3,000, includes those who represent Brazil in events such as the Continental and World Championships, the South American Games, the Paralympics and the Deaflympics.
In total, 240 scholarships will be awarded during this first edition. The Municipal Department of Sports and Leisure specifies that the program should broaden support for athletes who have already distinguished themselves both in student competitions and in high-level tournaments.

Registration must be made at www.bolsaatleta.niteroi.rj.gov.br. Anyone with access difficulties can request personal assistance at the Department of Sports and Leisure, Rua Timbiras 409, in São Francisco, Tuesdays and Thursdays, from 2:00 p.m. to 5:00 p.m.
