Package that changes server functionality affects more than 20 regions; Understands

The new package to restructure civil service jobs and salaries, presented by the federal government on Monday (12/1), changes the rules in more than 20 areas. About 200,000 employees are expected to be affected, including active and retired employees.

The text is part of the administrative reorganization agenda of President Luiz Inacio Lula da Silva (Workers’ Party), and in addition to changing the rules, it creates positions, readjusts salaries and adjusts the internal structures of federal agencies.

The Ministry of Management and Innovation (MGI) estimates the annual financial impact at R$4.2 billion. The amount has already been incorporated into the 2026 budget proposal.

In addition to the central text of the People’s Administration Bill, the proposal proposes to restructure the special plan of the Ministry of Education (MEC) and readjust the security forces in the Federal District and the military police officers in the former regions (Amapa, Rondonia and Roraima).

Positions and professions

The proposal includes the creation of 8,825 new permanent jobs, 8,600 of which are for federal universities and 225 for the National Health Surveillance Agency (ANVISA). In the case of Anvisa, in addition to the jobs created, there are 256 other jobs that will be created through the conversion of vacant positions in the Ministry of Health.

It is planned to introduce changes to positions in the Federal Audit Authority for Revenue and Employment Taxes, in addition to increasing the bonuses paid to retirees from these groups.

In the case of the Ministry of Education, the project creates positions, readjusts salaries for doctors and veterinarians, and formalizes the Recognition of Knowledge and Skills (RSC) for administrative technicians in universities. With this change, employees can get a salary gradation based on work experience, not just academic grades, but the distinction depends on budget availability.

Telemedicine

The text also stipulates specific rewards, modifications to assigned tasks, and authorization for new work systems, such as shifts and rotating shifts. Another planned measure is medical expertise via telemedicine, which would make the permitting and licensing process faster.

Another point is the implementation of border compensation for employees of agencies such as the Brazilian Institute of the Environment and Renewable Natural Resources (Ibama), the Chico Mendes Institute for Biodiversity Conservation (ICMBio), and the Brazilian Intelligence Agency (Abin), in addition to the reopening of the deadline for the inclusion of employees from the previous territories.
