The São Paulo Agreement program has exceeded the 64 billion reais of debt recorded in the active debt renegotiated to date, according to a report from the PGE-SP (Attorney General of the State of São Paulo).
According to the Attorney General’s Office, the regularization program has seen an average daily enrollment of 600 taxpayers in recent weeks. As a result, the volume of deals exceeds the initial target, which was to reach 15 billion reais.
“The result confirms the success of the initiative, which combines efficiency in recovery, legal certainty and encouragement of conciliation,” indicates the PGE-SP in a note.
The fourth notice of the program includes values relating to ICMS, IPVA (motor vehicle tax), Procon fines and ITCMD (Cause of Mortis Transmission and Donation Tax). Benefits extend to individuals and businesses.
The program offers discounts of up to 75% on interest, fines and fees, in addition to extended installment terms, of up to 120 installments.
Membership must be made through the program website (www.acordopaulista.sp.gov.br) before February 27, 2026.
Payment can be made with court orders and accumulated ICMS credits. The discount limit is 65% of the total debt. The minimum value of payments is R$74.04 (IPVA), R$185.10 (ITCMD and Procon) and R$500.00 (ICMS). There are no entry requirements.
In addition to the notice, a resolution was published in September with new criteria for classifying the amounts charged, which make it possible to offer reductions in interest and fines to a greater number of taxpayers. This change was one of the bets to revitalize the program.
The first notice of the São Paulo Agreement concerned ICMS debts and had almost 10,000 subscribers (R$47.2 billion). The second, IPVA, affected 22,000 people (80 million reais). The third focused on companies undergoing judicial recovery, with 788 additions (8.2 billion reais). There was also 1.6 billion reais related to individual transactions, outside of reviews.
