PF highlights cross-appointments between Bacellar and arrested judge

The current stage of the investigation focuses on the leaked information about Operation Zargun, which led to the arrest of State Deputy TH Joias (MDB) for involvement in drug trafficking, money laundering and arms trafficking.

According to the PF, the judge was involved in the flight of TH Joias with Bacellar, arrested on the 3rd, accused of having warned the parliamentarian of the police action the day before.

On the cell phone of the president of Alerj, seized at the time by the PF, investigators found exchanges of messages with Judice Neto indicating that the judge was with Bacellar in a steakhouse at the time TH Joias called to show that he had emptied his apartment so as not to leave a trace of the PF’s action the next day.

According to PF sources interviewed by the Chronicle team, the relationship between Bacellar and Judice Neto went beyond mere friendship and included a pattern of cross-appointments for mutual benefit.

The most notorious example was the appointment of the magistrate’s wife, Flávia Ferraço Lopes Judice, to a commission position in the General Directorate of Alerj in 2023 by the União Brasil deputy.

But investigators also spotted another clue linking the two characters during Tuesday’s operation. In April of this year, Judge Neto named judicial police officer Rodrigo Azevedo Tassari chief of staff, a position he still holds today, according to the TRF-2 website.

According to the PF representation accepted by the rapporteur of the file, STF Minister Alexandre de Moraes, Tassari had already been previously appointed by Bacellar to a position in the Secretariat of the Government of Cláudio Castro (PL), a position that Bacellar held between 2021 and 2022 and which served as a springboard for his successful candidacy for the presidency of Alerj in 2023.

Tassari was appointed in June 2023, four months after Bacellar was elected president of the Assembly, and remained in office until January 2024. For the PF, the Government Secretariat is “umbilically linked to the present” to Bacellar. The department is headed by André Moura (União Brasil), an ally who organized the vote in Alerj that freed Bacellar from prison.

Investigators who have already worked on previous cases against Judice Neto identify in the contraindications the same “modus operandi” that he allegedly adopted in the Legislative Assembly of Espírito Santo, when he was accused of selling sentences for the benefit of the then Speaker of the House, José Carlos Gratz.
