
The Minister of Finance, Fernando Haddad, estimated this Tuesday (16/12) that the National Congress is “fairly well informed” about the possible scenarios in relation to the Bill (PL) on tax advantages, which provides for certain reductions in tax advantages.
According to him, all the calculations and scenarios were presented to parliamentarians so that they could make a decision.
The project is expected to increase revenues by 20 billion reais, which is needed to close the 2026 budget and keep the fiscal target of a surplus of 0.25 percent of gross domestic product (GDP), approximately 34 billion reais, achievable.
- A surplus occurs when revenues exceed expenditures, a deficit occurs when the opposite occurs.

According to the minister, the measure must be voted on this Tuesday in the Chamber of Deputies so that on Wednesday (17/12) the text can be examined by the Federal Senate, given that there are spending proposals that are in the budget, but there is no source of compensation.
“We present all the calculations so that they can make a decision so that the budgetary document is coherent, coherent, in particular with the objective established in the LDO (Budgetary Orientations Law),” he declared upon his departure from the ministry, in Brasilia.
The minister considered that the subsidies were granted so that the budget could be voted on next Thursday (12/18), but the decision rests with Congress.
He also clarified that the simulations were sent with different scenarios, including betting taxation and fintechs.
“I was at Congress earlier to talk to the leaders (…) There are several scenarios, but all the calculations were delivered at the end of today as requested by President Hugo Motta (Republicanos-PB),” informed Haddad.
