
A video submitted to authorities revealed the sexual assault complaint filed by Dalin Selena Monsalve, a 23-year-old security guard, against police inspector José Arturo Figueredo in Soacha, Cundinamarca. The images published by Caracol newsbecame the cornerstone of a judicial investigation involving an official responsible for ensuring the rights of citizens who is now facing serious allegations.
On Tuesday, June 3, 2025, at around 5:00 p.m., at the Sixth Police Station of Soacha, Selena Monsalve decided to record with her mobile phone a situation that, according to her, she had been suffering for months; and it was the harassment and repeated sexual assaults by Inspector José Arturo Figueredo. At that moment, all the officers had retreated, leaving the security guard and the officer alone in the area.

In the entire video Inspector Figueredo made remarks with sexual connotations, forcibly kissed her on the head and touched her breasts, although the young woman tried to refuse him.. “If he does it to us who can half defend ourselves, imagine it to a child… we needed him to really sexually abuse us,” Monsalve recounted in statements collected by the media.
The audiovisual material released recorded offensive language and non-consensual touching that were viewed as violent sexual acts.. Dalin Selena Monsalve wasn’t the only person to report similar patterns. Several colleagues reported being victims of sexual harassment by Inspector Figueredo. One of them, whose identity is not being revealed for security reasons, told the media: “The man took out his penis, unzipped his pants and showed it to me. Apparently I rejected him, pushed him, slapped him and immediately walked out the door.”
Another security officer, 45 years old, also described sexual assaults within the Sixth Soacha Police Inspectorate. According to the information collected Inspector Figueredo’s persistence caused several women to resign or avoid being alone with him..

According to the official records José Arturo Figueredo is a lawyer with experience as a family representative and defense attorney at the Colombian Institute for Family Welfare (ICBF).. Since 2021, he has held the position of inspector in Soacha, a position in which “they are supposed to be people who are there to clarify these things and protect people from them, and what they say is, well, if I do it, who will tell me something when I am an inspector,” describes Monsalve.
In the work environment, several people reported that Figueredo perceived himself as “untouchable” given his position of authority and local influence.
