A consortium formed by the companies Afonso França and Astra won this Wednesday (10) an auction for the PPP (Public-Private Partnership) Escola Bem-Cuidada, in Porto Alegre. The project provides for the renovation and maintenance of 97 units of the municipal network, in addition to the construction of ten new educational centers in the capital of Rio Grande do Sul.
The new management will be responsible for investments in infrastructure and management of core activities, such as building maintenance, cleaning, janitorial and waste management. The educational project, teacher management and school feeding remain the responsibility of the Town Hall, currently occupied by Sebastião Melo (MDB).
This PPP will last 20 years, during which the concessionaire will have to pay the R$912 million planned for works and modernization, in a contract with an estimated total value of R$4.7 billion.
This is the first time that a Brazilian capital grants the private sector the integrated management of infrastructure and support activities of its basic education network, including early childhood, elementary, secondary and EJA (Youth and Adult Education).
The model is similar to that adopted by the State of São Paulo. However, the Tarcísio de Freitas government (Republican) plans to build 33 schools through the partnership and not through the concession of existing schools.
Planned investments in São Paulo amount to 2.1 billion reais over the 25 years of the concession, with half of the units to be delivered in 2026 and the rest by 2027.
The concession was initially suspended by the São Paulo court, but was later released by the president of the STF (Supreme Federal Court), Luís Roberto Barroso.
