The PSOE of Dos Hermanas refused to bring to the plenary session the motion presented by the municipal group of the PP for the declaration of the councilor of Moncloa as persona ‘non grata’ Paco Salazarreported for sexual harassment through party code of ethics … by several colleagues and whose contract with the Nazarene municipality since 2012 has been the subject of a judicial investigation. The Secretary General of the PP of Seville, Agustin Aguilerabelieves that with this decision “the PSOE has once again called into question the veracity of the victims’ complaints”. The initiative presented to the Nazarene City Hall also includes the requirement that the PSOE transmit existing complaints to the Prosecutor’s Office, emphasizing that “we are not asking for anything that is not included in its own internal protocols,” Aguilera added.
The PP will also request the disapproval of any behavior aimed at deactivating the anonymity of victimsa problem he described as “very serious”. In this sense, he denounced that “we have seen how the historic mayor of Dos Hermanas tried to open this path, endangering an essential principle of protection”, he said, referring to Francisco Toscano.
“The anonymity of victims is provided for in international protection agreements, such as the Istanbul Convention, and is a fundamental element for their defense,” Aguilera said, asserting that “when this anonymity is disabled, victims become victims again, because the focus is on them and what they suffered, rather than on the behaviors that should be studied“.
As reported by the Popular Party of Dos Hermanas, the motion was registered with the aim of demanding “transparency, exemplarity and explanations to the socialist municipal government in the case of Francisco Salazar and the information known in recent months and the ongoing legal investigations.
This was explained by the spokesperson for the PP at the town hall of Dos Hermanas, Ana Chocanor, and the coordinator of Territorial Policy of the Popular Party of Seville, José Veirawho stressed that the initiative “responds to the obligation of the plenary session to exercise political control and defend the institutional dignity of Dos Hermanas”, emphasizing that “criminal responsibilities are not prejudged, but clear explanations and political responsibilities are required”.
Ana Chocano indicated that “we presented this motion because Dos Hermanas cannot look away when she finds herself embroiled in a multitude of information that affects the use of public resources.institutional transparency and the protection of women. In this sense, he insisted that “we do not prejudge criminal or judicial responsibilities, but we demand clear political explanations which, until now, have not been given.”
Salazar’s working relationship with City Hall and Moncloa
The motion recorded by the Municipal Group of the PP and which the PSOE refuses to present at the plenary session of the Dos Hermanas City Hall proposes, first of all, urge the mayor to appear before the plenary sessioneven in extraordinary session, to report on the procedure for hiring and employment of the person subject to the investigation, the presence control mechanisms and the functions entrusted, as well as the actions taken by the municipality after having become aware of the published information and the legal procedure.
Likewise, the PP of Dos Hermanas calls for political responsibilities to be taken for possible failures of control or supervision, as well as the creation of a special information commissionwith proportional representation of all municipal groups, to analyze the administrative management related to the case, evaluate internal procedures and formulate proposals that avoid similar situations in the future.
The initiative also envisages the realization of a external and independent audit on the hiring, remuneration, compatibility and control systems of municipal staffwith particular attention to positions of a temporary nature or of political trust, guaranteeing at all times respect for the ongoing judicial investigation.
In addition to a institutional condemnation in the event of sexual harassment behavior, the commitment to collaborate fully with the competent judicial and administrative authority and to publish the conclusions of the information commission and the external audit, in the legally authorized terms.
Transfer of complaints to the public prosecutor’s office
On the other hand, the PP of Dos Hermanas urges the socialist municipal group to transfer complaints filed internally to the Public Prosecutor’s Office of his party, as established in his own protocol, and raises the declaration of Francisco Salazar as persona non grata in the municipality, of a strictly political and symbolic nature, in the face of the serious deterioration of the institutional image and the social unrest generated.
The popular spokesperson stressed that “Two Sisters cannot remain silent when questioning the respect for womentransparency and the correct use of public resources”, and insisted that “citizens deserve to know what happened and how they acted”.
For his part, the coordinator of territorial policy of the PP of Seville, José Veira, declared that “Exemplarity is not asserted, it is demonstrated”and dishonored the fact that the PSOE “presents itself as feminist without clarifying known internal complaints or the discomfort expressed by women linked to Mr. Salazar’s political and professional environment.”
“This is not a partisan issue, it is a matter of institutional dignity. Dos Hermanas deserves clarity, respect and a government that stands up to such serious doubts. Sanchism, whose cradle rocks Toscano in the shadowsbecause it is shaking the Dos Hermanas government, must stop,” concluded the coordinator of territorial policy of the Popular Party of Seville, José Veira.
