The City Hall of Sacedón (Guadalajara) accused the Tagus Hydrographic Confederation (CHT) of “close the year in a parallel reality, without self-criticism”considering “an exercise in cynicism” which takes stock of “the boasting of its management” while the reality in the environment of … the Entrepeñas and Buendía reservoirs “are quite the opposite”.
The municipal council specifies in a press release that the annual report of the CHT “should include self-criticism and apologies, and not institutional self-aggrandizement”. In recent months, the municipality has repeatedly reported “serious episodes of abandonment and poor management directly attributable to the Confederation“which “contrast scandalously with the image of normality that its president intends to convey”. Furthermore, they claim that Sacedón “was not the only municipality.”
“The problem is not that they make mistakes, it’s that they don’t even recognize the mistakes. They live in a completely alien parallel reality what people are suffering,” said the mayor of Sacedón, Francisco Pérez Torrecilla.
For the municipality, one of the most obvious examples is the “regrettable state of abandonment and dirt” presented by the surroundings of the Entrepeñas dam and the “Las Vías” area, where the CHT “maintains, without collection or cleaning for months, hundreds of trash bags and waste of all kinds scattered around for several parcels of his property.”

For Sacedón City Hall, this behavior “is not a specific error, but a repeated pattern.” “They denied the existence of dead fish, they denied the problem and nothing happened here. The situation of the sailors is “another example of the disinterest” of the Confederation for the territory, regretting that hundreds of boats pay a fee each year “obligatory and excessive”, without having a single ramp or an adequate access road for its launch.
“It is unacceptable that the CHT collects tens of thousands of euros each navigation season and does not even have a sad road in acceptable conditions that facilitates the work of launching and removing boats. And the worst part of all is thatsystematically denies or blocks any municipal attempt to condition these roads and access that has existed for decades. Every time we try to repair a road, they respond with a refusal or directly with a sanction. »
Demonstrations in other municipalities
Far from being an isolated case, the attitude of the Tajo Hydrographic Confederation “provoked public protests in 2025 from many municipalities and water associations”.and the provinces of Guadalajara, Cuenca and Madridwho denounce inaction, lack of dialogue and a policy based on indecent sanctions against people instead of collaborating with them”, they say.
For the Sacedón City Council, it is “unacceptable” that after this accumulation of events, the CHT “closes the year installed in a parallel reality, congratulating itself and avoiding any exercise of self-criticism”, emphasizing that “propaganda does not clean the channel“, does not keep the plots that belong to it clean and does not solve the problems of the reservoir.”
“What we need are not notes of self-aggrandizement and self-promotion, but real work, investment and institutional respect for municipalities.
