
Sandra Ramírez, senator from the Comunes party, denounced in her X account alleged disrespect and hostility towards the Minister of Equality, Juan Carlos Florián.
The senator questioned the tone of parliamentarians such as Catherine Juvinao and Karina Espinosaand pointed out that the debate in Congress was being directed towards alleged personal and discriminatory attacks against Florián.

The congresswoman asked whether Juvinao and Espinosa’s comments could be considered homophobic or discriminatory.
Sandra Ramírez called on the control bodies to investigate whether the congresswoman’s statements could have legal consequences.

This debate is the result of the decision of the Constitutional Court of May 2024, which declared unenforceable the 2023 law that had allowed the creation of this portfolio.. The court concluded that there were deficiencies in the previous legislative process and that the necessary tax guarantee was not provided.
The Supreme Court set a deadline of two years for the adoption of a new law to ensure the existence of the ministry.
If no rule is established after this point, the company will be liquidated. In the current context, Congress evaluates a presentation proposing to shelve the initiative, declaring it inconvenient for the country; However, this proposal could not be voted on due to a lack of quorum.
In the most recent session, Senator Clara López, a member of the Historical Pact, expressed herself as follows: “The Constitutional Court declared the draft law that created the Ministry of Equality with a modified judgment unenforceable. The only thing that was required was to repeat the last part of the procedure due to the lack of fiscal approval, which in its view was an insurmountable requirement, but the text, approved in its entirety, was found constitutional by the Court viewed.”
López also explained: “14 vulnerable populations are served by this ministry, including women, 70% of whom are mothers who are heads of families; there are already successful programs for them, as well as for the disabled population.”
The durability of the Department of Equality and Justice depends on congressional action. Cotes added: “This is about the communities, the 14 population groups that are prioritized by a ruling of the Constitutional Court and that require special attention, budget and interinstitutionality.” The first commissions have scheduled new meetings for December 15th and 16th with the aim of advancing the discussion and maintaining the possibility of further activity by the ministry.
