
Councilor Nabil Bonduki (PT) filed a class action lawsuit with the São Paulo Court to try to postpone the increase in bus fares in the capital, announced by the City Hall and which comes into force on January 6, 2026. The initiative questions the progress of the process and requests the suspension of the meeting of the Municipal Traffic and Transportation Council (CMTT), scheduled for January 2, during the end-of-year holidays.
For the parliamentarian, convening the council during the New Year holidays compromises public debate and the effective participation of civil society. The councilor argues that, during this period, municipal bodies operate permanently and that there are no formal working hours, which would deprive the CMTT of its role in a decision with strong social impact.
The adjustment announced by the town hall last Monday (29/12), provides for a 6% increase in municipal bus fares, increasing the ticket price from R$5 to R$5.30 as of January 6, 2026. The measure was confirmed by Mayor Ricardo Nunes (MDB) and represents an increase of 30 cents in the pockets of users of the capital’s public transport, which serves millions of passengers daily.
According to data from the Brazilian Institute of Geography and Statistics (IBGE), the percentage applied exceeds the accumulated inflation of the year, measured by the National Consumer Price Index (IPCA). According to the IBGE, inflation in December was estimated at 0.25%, closing 2025 at 4.41%, or 1.6 percentage points below the adjustment granted to the tariff. The city of São Paulo, in turn, claims that the increase was lower than the CPI-Fipe Transporte, which recorded an increase of 6.5% in the last 12 months, an index used as a reference for specific costs in the sector.
The councilor’s appeal was filed before the São Paulo Justice Court on the night of December 30, 2025, at the Central Forum of the Public Treasury, and is being processed without judicial secrecy. For Nabil, the way the meeting was scheduled indicates an attempt to reduce public control over a measure that directly affects millions of public transport users and impacts urban mobility across the city.

The fare increase policy is not limited to municipal buses. The state government announced that starting January 6, 2026, metro and train fares in the São Paulo metropolitan region will increase from R$5.20 to R$5.40. This adjustment affects millions of users who rely on the metro system daily to travel between the capital and cities in Greater São Paulo.
The adjustment of 3.85%, according to the Tarcísio de Freitas (Republicans) administration, is lower than the inflation accumulated during the year, estimated at 4.41% by the IPCA. However, this increase comes against a backdrop of a general increase in public transport fares, increasing the burden of travel on the budgets of millions of passengers.
