
The Legislative Assembly of São Paulo (Alesp) approved 203 projects throughout this year, a figure that represents only 14% of the total proposals presented to the Chamber in 2025, both by Governor Tarcísio de Freitas (Republicans) and by the parliamentarians themselves.
According to the report published by Alesp in the Official Journal1,463 invoices (PL) and supplementary invoices (PLC) were submitted between February and December. During the same period, 203 PLs and PLCs were approved. Furthermore, of the five proposed amendments to the Constitution (PEC) presented, none was discussed. (see below).
Of the total, 31 projects arriving in Alesp this year were drawn up by Governor Tarcísio de Freitas. Twenty-five of them were discussed and approved by state lawmakers.

Among the main ones, in addition to next year’s budget, are the creation of the Overcoming Poverty program, a sort of Bolsa Família under the Tarcísio administration; exemption from IPVA for motorcycles with a maximum engine capacity of 180; and the concession of coastal passage systems, the 11th privatization of the current mandate.
MPs also approved an executive project that provides for a reduction of around 7 billion reais on the delivery of vacant land to farmers and another that authorizes the granting of loans of up to 5 billion reais to finance projects.
The extinction of the Foundation for Popular Medicine (Furp) was also approved, whose responsibilities were transferred to the Butantan Institute.
The governor also managed to approve projects at Alesp that modify the rules for certain careers in the public service, such as that of scientific researchers. The initiative received criticism from the association that represents the category.
Among the projects developed by the deputies, among the most recent approved is the law of delegate Ruy Ferraz Fontes, which guarantees authorities, former authorities and their families personal support and security services. The project owes its name to the former general delegate of the civil police, carried out in September in Praia Grande, where he held the position of secretary for urban security.
In June, the Legislative Assembly approved a bill that requires municipalities to authorize motorcycle taxi service through apps.
The issue was at the center of a legal battle involving São Paulo City Hall and the platforms. Mayor Ricardo Nunes (MDB), opposed to the service, was one of the supporters of the project proposed by allied deputy Fabio Faria de Sá (Podemos). After being sanctioned by Tarcísio, the law ended up being annulled by Minister Alexandre de Moraes, of the Supreme Federal Court (STF).
In the latter part of the year, Alesp also approved a law that requires restaurants to offer physical menus to customers and not just in digital format. Another text approved by parliamentarians at the end of the legislative year was the authorization for dogs and cats to be buried in the graves belonging to their owners.
