The permanent public policy of São Paulo City Hall in favor of dignified and continuous access to food for the population has received the GUINNESS WORLD RECORDS title
largest municipal food security program in the world, becoming the first city to be recognized in this category.
The record was set after a Guinness audit proved the distribution of 933.8 tonnes of food in 24 hours. As official proof, a historic mobilization was organized during “Food Security D-Day”, which involved, on November 25, more than 5,600 measurement points throughout the city and 1,500 people in the streets.
This historic action included the active participation of the municipal departments of education, food security and social assistance and development.
To receive certification, the Town Hall also respected a complete legal framework, including the publication of decrees and laws. To top it off, municipal programs had to be in effect for at least a year. At the request of the organization, a portfolio of reports between January 2024 and November this year was also observed.
São Paulo City Hall distributes more than 3 million meals per day. The food security network includes ready meals, fresh produce and basic food baskets.
Food security is considered a fundamental human right by the World Health Organization (WHO). São Paulo’s public policies that support this record meet the standards of the WHO and the Food and Agriculture Organization of the United Nations (FAO) in the following aspects: availability, access and adequate use.
Main programs
Among the main programs considered in this achievement is school feeding, which provides up to five meals a day to more than a million students in the municipal network.
In the early childhood segment, 325,000 school children receive milk at home every month.
As part of the direct fight against social vulnerability, São Paulo City Hall distributes a total of 421,000 baskets per month, through the Basic Baskets and Solidarity City programs.
The network also includes Bom Prato Paulistano, with 7 thousand daily meals at affordable prices, in addition to Rede Cozinha Escola, which delivers 26 thousand meals per day and offers professional training, and Rede Cozinha Cidadã, responsible for 15 thousand meals per day in peripheral territories.
The actions are complemented by the Solidarity Warehouses, which offer discounts of up to 50% on essential foods to people registered with CadÚnico, and by the Food Bank, which donates 55 tons of products per month to social institutions.
