The city of São Paulo, through the Municipal Attorney General’s Office (PGM), informed the National Electric Energy Agency (Aneel) and Enel, responsible for the city’s energy supply, requesting explanations about the vehicles parked in the dealership’s garage, while more than 2 million consumer units were without electricity, this Wednesday (12/10).
PGM also asked Enel to clarify, within 48 hours, the reasons that led part of the population of São Paulo to suffer from the interruption of energy supply for so many hours.
According to municipal management, throughout the day it was possible to see “only a small fraction of service vehicles circulating on the streets to resolve problems.”
“(Vehicles) should be equipped with teams and equipment for repairing and removing branches and trees on the wiring,” the municipal management said in the notification.
In the document, the town hall also questions “what measures have been adopted to avoid prolonging the suffering of the citizens of this municipality”. In an official letter, Aneel asked for the same explanations.
The management of Ricardo Nunes (MDB) also recalled the power cuts of October and November 2024, when more than 2 million residents of São Paulo found themselves without electricity, like this Wednesday.

What does Enel say?
In a statement, Enel said it mobilized a total of more than 1,500 teams throughout the day and as many vehicles to serve customers on the streets.
“The company has a larger number of vehicles and trucks so that there is no delay in shift changes between shifts. The vehicles are prepared and equipped at the bases for each shift change between shifts,” the dealership said.

Clashes between town hall and Enel
The town hall informs that, since last year, two letters have been sent to the Federal Audit Court (TCU) and two others to Aneel requesting effective measures against the concessionaire, in addition to greater inspection of the concession contract and the application of a fine against Enel.
The mayor also asked the regulatory agency to cancel the city of São Paulo’s electricity concession contract.
This year, Nunes also organized meetings with the Minister of Mines and Energy, Alexandre Silveira, and with the president of the Chamber of Deputies at the time, Arthur Lira, to modify the electricity concession contracts.
Last year, the municipal administration sent letters to the Consumer Protection and Defense Program (Procon) of São Paulo requesting a fine against Enel, due to the concessionaire’s delay in restoring energy in the municipality after the power outage that hit the city in November – also affecting more than 2 million users.
At the judicial level, the town hall filed a complaint forcing Enel to present an emergency plan and a preventive calendar for the rainy season. The court ruled in favor of the municipal management.
