The Tax Agency, a key administration in the management of tax collection and in general in the functioning of the entire architecture of the Spanish Treasury, is moving towards a labor conflict with unpredictable consequences in one of the most delicate moments … during the seven years of María Jesús Montero as Minister of Finance, at the same time as the UCO investigations put one of her collaborators, the former president of SEPI, Vicente Fernández, in the spotlight.
Unions representing more than 26,000 workers are tired of waiting for a solution to the problem. a problem that has persisted for seven yearswhich maintains a significant part of the staff performing functions above the salary range recognized for it, and one of them, CSIF, has already threatened to reopen the conflict with the company, suspended a year ago.
At that time, faced with a sequence of protests and the threat of unprecedented strike In the midst of the income tax campaign, the Directorate of Tax Administration decided to relieve the then head of human resources and appoint a new negotiating team under the direction of Consuelo Sánchez García, until then head of the powerful Special Delegation of Madrid. The new team convinced the unions to sit down to negotiate with the commitment to resolve the problem and with the supposed approval of the General Directorate of Personnel Costs, the body that must approve any agreement involving a cost to the state coffers, to approach the negotiation.
Thirteen months later, nothing has been resolved. “The Tax Agency requires Staff Costs approval to undertake the reclassification that staff have been waiting for for seven years. A year ago they told us they had it and at the last meeting They admitted to us that this was not the case», denounces Pablo Burgos, spokesperson for the CSIF, who decided to present an ultimatum after the last meeting: either we propose a proposal guaranteeing the immediate application of the professional career plan, or we will reopen the conflict closed in October 2024.
A giant responsible for filling the state coffers

The union understands that this situation has led to loss of status, not only remunerative but also professional of tax administration workers and that this is not sustainable, which requires an urgent solution or a conflict to demand that it be resolved. The conflict has other faces. On November 26, the union of Treasury technicians, Gestha, called a strike for the first time since 2008 to the 8,000 tax technicians who work at the Tax Agency for the blocking of their professional career, which they consider to be a lack of recognition of their functions and obstacles to mobility, both geographical and functional, since they believe that they should be able to carry out functions which are today reserved exclusively for Treasury technicians.
