
The Court of Auditors of the Federal District (TCDF) ordered the DF Health Department (SES-DF) to present clarifications and concrete measures to correct the structural defects of the Materno Infantil Hospital of Brasília (HMIB), following the floods that occurred on October 19.

According to the TCDF, the incident exposed health professionals and patients to risks. At that time, heavy rain caused water to enter the internal areas of the unit and leak into the ceiling.
On December 3, the hospital was again hit by flooding. At the time, the human reproduction sector was affected by the opening of a hole in the roof, caused by the large amount of rain recorded on that date.
The decision was taken at the last plenary session of the Court, held this month, after analyzing a complaint which highlighted a possible omission by public authorities due to the structural deficiencies of the HMIB.
When examining the file, the TCDF considered the risk to the physical integrity of patients and employees, as well as the potential compromise of the continuity and quality of hospital care, particularly with the intensification of the rainy season at the end of the year.

In an investigation conducted by the Department of Public Accounting of the Federal District, responsible for filing the complaint with the TCDF, the HMIB management itself admitted that the flooding was the result of previous construction defects, including the undersizing of the unit’s rainwater drainage system.
However, the hospital’s structural problems are not new. In February, part of the HMIB was closed, after Civil Defense highlighted the risk of the structure collapsing due to cracks. At the time, the Ministry of Health needed to develop a contingency plan for relocating patients.
Given this scenario, TCDF has determined that SES-DF informs the current stage of the HMIB’s complete stormwater drainage system renovation project and details planned measures to prevent further flooding.
In addition, the service must also guarantee the safety of patients and employees and prove the measures adopted through technical documentation.
