One of the main organizers of the amendment payment schedule, MP Danilo Forte (União Brasil-CE) defends the decision of Congress to determine the government’s obligation to adopt 65% of the mandatory amendments before the start of the electoral period, July 4, 2026.
“The Budget cannot be at the service of the Government, the Executive and the party in government. When, in 2014, I voted in favor of the compulsory individual amendment, it was precisely to reduce the subjugation of one Power to another, which hindered democracy,” he declares.
Forte’s statements came after President Lula (PT) said Congress had misappropriated 50% of the Union budget and called the imposed amendments a “grave historical error.”
The parliamentarian affirms that the Constitution is very clear regarding the obligation of Congress to establish and control the execution of the budget. “Power sharing is a positive characteristic for those who defend democracy. Absolute power has long been over,” he says. “More and more, relations are more and more distributed between the powers. And there is a growth of parliamentarism in the world. Countries have even resolved their crises in a good approach with Parliament.”
Forte also warns against attempts to change the measure by challenging the judiciary. “The vote was in complete agreement with the government, which also asked Congress to expand the debt space, to find a solution to the Correios problem,” he emphasizes. “So I don’t believe that the judiciary will intervene to harm the entire construction that has been carried out.”
