
The Legislative Chamber of the Federal District (CLDF) adopted, this Thursday (11/12), the law which grants a social pension to atypical mothers and caregivers, with disabled children, who have been abandoned by their spouse or partner.
The program is intended to finance the rental of properties. Originally, a social pension was paid to victims of domestic violence. Now the standard also includes those responsible for children with disabilities, such as Down syndrome, autism and other conditions.
According to the standard, “the social rent is for a fixed period, while the mother or the atypical carer or the atypical legal guardian takes care of the person being cared for, and ends automatically upon the death of the person being cared for”. The law was enacted after the CLDF overrode the Federal District government’s veto.
According to Law No. 7,790/2025, the inclusion of women victims of domestic violence and atypical mothers or atypical legal guardians, for housing and social rent programs, must be done through a permanent selection notice, which must contain the requirements and conditions in which the beneficiary enrolls, to be regulated by public authorities.
The author of the proposal, district deputy Eduardo Pedrosa (União), said that the social annuity for atypical mothers “is a victory for dignity and support for women who face a double journey of challenges: raising a disabled child and abandonment.”
