This was announced by the branch advisor, Antonio Sanz, after the signing at the Sector Table of this new agreement, signed by Satse, SMA-F, CSIF, CCOO and UGT, whom he wanted to thank for the “intense negotiation work” and their “will” to reach this agreement. Andalusia, he stressed, “needs” a new stock market model after years where the old systemsigned in 2005 and in force since 2008, “had accumulated complexity, exceptions and corrective measures which generated insecurity and a heavy administrative burden”.
Among the new features envisaged in the agreement, it should be highlighted that resident internal specialists (EIR), both in medicine (MIR) and in nursing, They will automatically enter the stock market once their residency is completed.. Furthermore, there will be a Single Stock Exchange, open and constantly evolving, so that “each professional knows where he is, why he is there and what he can do to improve his position”, which is reinforced by the “predictability and fairness” of the new model.
Hiring will also be more agile, something “relevant” in substitutions, urgent coverages and deficient specialties. Mechanisms for “real transparency and continuous monitoring” are also integrated, with periodic information and accessible data on the functioning of the stock exchanges. “This pact highlights where there were too many gray areas before,” said the advisor.. “We also do not look away from the shortage, we manage it with clear rules,” Sanz said of regulating the use of the census and extraordinary funds to address the structural lack of professionals.
The pact also includes specific protection measures for people in particularly delicate situations, such as victims of gender-based violence, attacks, harassment or people with disabilities. In short, the agreement has a “positive impact” for the entire system, since it means “more clarity, more fairness and less administrative burden for professionals; more planning capacity and less improvisation for centers and more continuous care and more efficient use of public resources for citizens. » At the same time, it “orders, simplifies and gives security to professionals, management teams and the health system itself”.

The head of Health stressed that the agreement reached confirms the start of a new stage of understanding with trade union organizationswhich also includes the recent agreement on the Equality Plan, approved unanimously. “This is the beginning of a path that will allow us to continue moving forward with new and good agreements in the field of health,” added Sanz, who emphasizes that before all this, the Council had to address the technological modernization of the SAS.
“We gave the system a more robust, transparent and secure digital platform, but it was clear that changing just the tool, without changing the rules, did not solve the underlying problem.” And he added: “We had a new tool with old rules, and it was essential to update the pact.”
