The city, which in recent years has begun to record sustained declines in key crime indicators, will be a starting point for discussing violence prevention models. The debate will bring together names such as Colombian Hugo Acero, who is considered a reference in formulating citizen security policies; Mayor Rodrigo Neves; Alberto Kopetki, Executive Director of the Safe City Institute; Colonel Leonardo Ribeiro de Oliveira, Commander of the 12th BPM; and researcher Carolina Grillo, coordinator of the Study Group on New Illicit Practices (Geni) at UFF. The mediation will be conducted by Rafael Galdo, Rio editor of the newspapers O GLOBO and Extra.

The in-person event will take place at the Editora Globo Hall, in downtown Rio, and will be attended by free registration. Interested parties can register via the link oglobo.globo.com/projetos/caminhosdeniteroi.

The program will open with a conference held by Hugo Acero, former Minister of Security of Bogotá, who has worked for three decades in prevention, coexistence and territorial management policies. Acero will provide diagnostics and lessons from Latin America’s experiences in reducing urban violence.

Afterwards, there will be a table discussion with Mayor Rodrigo Neves, who led the Niteroi Pact Against Violence, created in 2018. The program has expanded the municipality’s investments in social prevention, urban planning and technology, in addition to concluding agreements that have strengthened the number of military and civilian police personnel.

— Niteroi made a strategic choice ten years ago: to prioritize urban violence prevention and public safety through responsibility, planning, and collaboration. “We have invested in the Municipal Guard as a community police force, in agreements with state forces, in surveillance systems and security gates at the entrances to the city,” says Rodrigo.

Alberto Kopetki, who is responsible for advising the municipality on building the agreement, will also attend the meeting. It should detail how innovation and data-driven management can influence public policies in the sector.

The operational perspective will be in charge of Colonel Leonardo Oliveira, Commander of the 12th BPM, who has a career spanning 29 years and has served in various battalions in the state. It will address how to integrate police procedures and prevention strategies into municipal initiatives.

Concluding the table, researcher Carolina Grillo, from Geni-UFF, will present analyzes produced in academic studies on criminal dynamics, state actions and challenges faced by cities seeking to reduce armed conflicts and strengthen security policies.
